UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?

Under the supervision of the Health and Nutrition Specialist, this post is responsible for the accomplishment of the stated key end-results by providing professional expertise and assistance and will be accountable for planning, coordination and implementation of health emergency preparedness and response initiatives, focusing efforts on reducing vulnerability, effective preparedness and response to humanitarian crises and the link between humanitarian responses and development programming.

The incumbent will have the following duties and responsibilities:

1. Data-driven and results-based management

  • Participate in regular data-driven situational analyses (including epidemiological and emergency assessments);
  • Provide technical and operational support to government and non-government partners with implementing health emergency preparedness and response initiatives in the context of COVID-19 and other emergencies in the Philippines.
  • Monitor developments at decentralized levels in relation to the COVID-19 and other emergencies.

2. Upstream activities

  • Provide specific technical expertise on health emergency preparedness and response initiatives as appropriate and as defined by supervisors.

3. Downstream activities

  • Provide in-country technical and operational support to scaling-up related health emergency preparedness and response initiatives;
  • Contribute to the implementation of sectoral work-plans for scaling-up assigned and specific health emergency preparedness and response initiatives;
  • Perform function as the Health Emergency Focal Point in the EMT and as DRR focal for Health. Coordinate with relevant EMT Focal points in Mindanao Field Office for additional technical inputs for preparedness and response activities within Mindanao.
  • Contribute to UNICEF country office’s readiness to deliver on the Health-related CCCs;
  • Conduct regular field visits to monitor related programmes and participate in periodic programme reviews with Government counterparts and other partners with particular emphasis on under-served populations;
  • Document lessons learned of implementing health emergency preparedness and response initiatives.

4. Monitoring, evaluation and reporting

  • Collaborate with (Senior) Programme Officer Health to timely, efficiently, rigorously and transparently monitor, evaluate and report on health emergency preparedness and response initiatives and related Health programs;
  • Contribute to the preparation of relevant sections of the annual Health sector status reports;
  • Submit transparent and timely reports to (Senior) Programme Officer - Health.

5. Accountability

  • Ensure related UNICEF, government and non-government staff comply with UNICEF’s financial rules including emergency fast-track procedures;
  • In close collaboration with Operations and Supply staff, regularly monitor and report on use of related supplies and other resources donated to the government and non-government partners;
  • Collaborate with the Operations Section and Government authorities to maintain sound internal controls, supportive of specific Health interventions as well as to ensure accountability.

6. Knowledge management

  • Document lessons learned from the UNICEF support to the COVID-19 response, other emergencies with large impact on health

7. Partnerships and leveraging resources

  • Maintain close working relationships with other related UNICEF sectors, particularly nutrition, HIV, WASH, and programme communication;
  • Coordinate with related UNICEF Regional Advisers and HQ Officers to ensure strategies are aligned with global and regional strategies;
  • Establish active and participatory partnerships with related Health sector stakeholders (Government, WHO, other UN agencies, NGOs and bilateral agencies) and interact with them at different stages of Health programme implementation.

To qualify as an advocate for every child you will have…

  • University degree in one of the disciplines relevant to the following areas such as Health, Public Health, Global/International Health, Health Policy & Management, Environmental Health, Family Health, Health Research, Biostatistics, Socio-medical Sciences, Epidemiology, Health Education, Health Promotion and Disease Prevention, Medicine, Nursing, or a field relevant to international public health development assistance.

  • A Post graduate degree in Public Health is an advantage.

  • Minimum of two (2) years academic and/or four to five (4-5) years of professional experience in some or all of the following areas:

  • Public Health or International Health

  • Health Emergencies or Environmental Health
  • Health development program management, Health policy and management
  • Health Research, Knowledge management, Epidemiology

  • Fluency in English (verbal and written) and Filipino. Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.
