UNICEF Country Office in Dhaka is filling two vacancies for Health Officer (eHMIS) and Health Officer (eEPI). Those two positions have broadly similar key functions and accountabilities that comprise design and implementation of the health management information systems and expanding the use of evidence for decision making in the Ministry of Health and Welfare of the Government of Bangladesh.

Health Officer (eHMIS)

The position will support the Ministry of Health and Welfare in the design and implementation of the health management information system and expanding the use of evidence for decision making. The HMIS program in the Ministry of Health and Welfare receives primary support from UNICEF for capacity building and innovations. It will enable UNICEF to deliver on critical results in health systems strengthening, data driven programming and continuum of care.

Health Officer (eEPI)

The position will support the Expanded Programme on Immunization of the Ministry of Health and Welfare (MoHFW) in the design and implementation of the health management information system, integrated to the overall data system of the ministry of health, and expanding the use of evidence for decision making. The HMIS of EPI in the MoHFW is well established and needs to be further strengthened to ensure all children are fully immunized with a safe vaccine and the program is efficient and data driven. This position will address the critical component for improving the immunization system through stock and cold chain management information systems and reducing the pockets of under immunized children and equity in immunization through individual tracking data systems.

Summary of key functions/accountabilities for both positions is as follows:

The Health Officer reports to the Health/ Manager for close guidance and supervision. He/she provides professional technical, operational and administrative assistance throughout the programming process through the application of theoretical and technical skills in researching, collecting, analyzing, and presenting technical programme information while learning organizational rules, regulations and procedures to support the development and formulation of the Health Programme within the Country Programme. His/her key functions are as follows:

  1. Support to programme development and planning
  2. Programme management, monitoring and delivery of results
  3. Technical and operational support to programme implementation
  4. Networking and partnership building
  5. Innovation, knowledge management and capacity building

To qualify for these positions and as an advocate for every child you will have…

  • A university degree in one of the following fields is required: in computer science, software engineering, information technology management, public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, or another relevant technical field.
  • A minimum of one year of professional experience in one or more of the following areas is required: public health/nutrition planning and management, maternal and neonatal health care, or health emergency/humanitarian preparedness.
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
