This position will be based in New York. The Health Specialist (Digital Health) in the Digital Health & Information Systems Unit, Health Programme Group, will supervise this position. UNICEF is currently undergoing organizational changes; therefore, the exact location of the post has yet to be determined. Selected candidates may be required to commence duties remotely until the location is confirmed. If reassigned or relocated to New York, candidates may be expected to relocate to a new location again during the initial contract or assignment period. When working remotely, the candidate will be required to agree on working hours with the Hiring Office, which may require the inclusion of all or some of the NYHQ core working hours (10 AM-4 PM).

How can you make a difference?

Under the guidance of the Health Specialist (Digital Health) and the Senior Health Adviser (Digital Health & Information Systems), and in close collaboration with the DICE Senior Health Specialist and the respective UNICEF Health section technical focal points (MNAH, Child and Community Health, HIV/AIDS, Immunization), the incumbent is responsible for overseeing the development of new training content in the areas of IMCI, nutrition, interpersonal communication and HIV for frontline health workers, support the maintenance of a centralized content management system, and provide technical support to UNICEF country offices and national governments designing, localizing and deploying eLearning content and messaging resources on low bandwidth digital channels that respond to country needs for social behavioural change, digital literacy, and routine immunization. UNICEF’s Strategic Plan (2022-2025) includes Digital Transformation and Innovation as priority Change Strategies, which will require sustained efforts to integrate within regional and country health programmes, build needed technical capacity, and realign technical assistance with country requests. This will require global coordination to streamline the availability of eLearning tools and oversight of the production of new learning content suitable for remote and low literate health workers, well as field-facing, programme guidance on the implementation of such tools and content by UNICEF offices and Ministries of Health. These contributions to primary health care and health system strengthening will support the acceleration of the achievement of health-related SDGs.

Coordination of country access to appropriate learning resources that respond to country needs.

  • Supports global coordination on utilization of digital health messaging solutions for health worker training, including maintaining communication and coordination with countries through DICE Regional Portfolio Managers. Gathers and manages country requests for support, collaborates with PG-Health programmes on leveraging the most appropriate training content and supports country localization of content. Contributes to the strengthening of capacity to deliver TA to countries by supporting the creation of ToRs for eLearning consultants or temporary appointments at the regional and/or country level to fill gaps in UNICEF eLearning expertise. Supports the DICE Regional Portfolio Managers in providing adequate TA resources to countries, including facilitating access to assessment and contracting tools, guidance and information products related to eLearning and digital health messaging applications.

End Result(s): Global database of country requests and TA status maintained; Centralized content management system maintained; Technical Assistance to ROs and COs provided; Supported the hiring of eLearning consultants or temporary appointments at regional and/or country level as required.

Development of technical guidance and new content to support the rollout of digital health messaging and eLearning solutions for health workers

  • Supports the development of technical guidance, tools and information products to support countries in the budgeting, planning and implementation of digital learning solutions for frontline health workers. Works with Health programme colleagues to identify needs for new learning content and supports the digitalization of content into digital assets ready for deployment on digital messaging channels. Building on existing guidance and toolkits such as the UNICEF Country Engagement Plan for planning and deploying remote health worker training on digital channels contributes to the compilation of toolkits for digital health messaging platform assessments, country deployment and the technology playbook.

End Result(s): Technical guidance note produced for countries to help cost and plan deployment of eLearning solutions for frontline health workers; Development of monitoring and evaluation frameworks; Development of new learning content for health workers based on country demand.

Evaluation, knowledge management and dissemination

  • Complements DH&IS unit Communications Specialist by gathering country use cases and lessons learned on the application of eLearning solutions and digital health messaging applications for frontline health workers, compiles technical summaries for distribution on the DICE KM portal and other UNICEF dissemination channels, and supports the facilitation of South-to-South learning and knowledge sharing exchanges. Oversees monitoring and evaluation activities of country deployments and supports data analysis and documentation, including the development and piloting of an assessment framework for frontline health worker digital literacy. Ensures UNICEF-supported activities are documented on the UNICEF INVENT innovation platform. In collaboration with the Gavi Alliance, facilitate and participate in the Community of Practice (CoP) on Frontline Health Worker Learning and Performance Management, to serve as a global forum to share lessons learned related to the implementation of eLearning and performance management solutions for frontline health workers, identify gaps in TA, training, guidance and resources materials to be developed to respond to country needs, disseminate best practices, innovations and support resources to regional and country-level members. Supports the DICE coordinator in submitting timely progress/status reports for management, board, donors, budget reviews, programme monitoring and evaluation, and annual reports as related to DICE geospatial activities

End Result(s): eLearning use cases for supported countries compiled and available on the DICE KM portal, and documented on the UNICEF INVENT platform. Actively participate in the Gavi-led Community of Practice (CoP), as well as the internal Digital Health CoP.

Contribute to Global Partnerships for expanding the use of remote learning solutions for frontline health workers

  • Supports the Health Specialist (digital health) in coordinating UNICEF’s external partnerships with development partners and donors, identifies opportunities for additional partnerships and funding and participates in global initiatives related to eLearning and performance management of health workers. Supports UNICEF’s advocacy activities related to global funding for eLearning and performance management for frontline health workers.

End Result(s): Ongoing support to the activities of the DH&IS unit and DICE; participation in meetings with external partners; Funding mobilisation

To qualify as an advocate for every child you will have…

Education:

  • Advanced university degree in Public Health Education, Communication, or other related fields or a bachelor’s degree in public health, education, communication or related fields +2 years of relevant professional work experience in the application of eLearning solutions for global health or public health application.

Experience:

  • A minimum of 2 years of relevant professional work experience in the application of eLearning solutions for global health or public health application
  • Experience supporting in information management, epidemiology and/or monitoring and evaluation, preferably applied to maternal and child health
  • Experience with building the capacity of Governments and/or Ministries of Health for use of digital health technologies and collection, management and/or analysis of data to inform programmes
  • Experience with the development of technical and educational material such as guidance, implementation toolkits or field training manuals related to the deployment of digital solutions for health-related applications
  • Experience building and maintaining collaboration with development partners, donors, private sector and national governments.
  • Demonstrated ability to produce high-quality technical documents, including reports, funding proposals peer review publications or similar
  • Experience in supporting the integration of digital health applications into national eHealth Strategies, Policies and/or Health Sector Development Plans will be considered an asset
  • Experience with UN agencies is preferred.

Language:

  • Fluency in English; a second UN working language is preferred.
