The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Aldalea. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen and Sana’a and Hodeidah in the North through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

SCOPE OF WORK:

The health officer will supervise Primary Health Care with travel to the field in all the implementation districts. Provide technical support to health staff and Incentive Workers (IWs) in Mobile Health team and support Health Facilities following national guidelines and IRC standards.

JOB SUMMARY:

Follow Items Forecasting and picking lists in Integra system. Prepare annexes, ATCs, attendants’ sheets for IWs payments. At the field level, will Coordinate with the District Health Officer (DHO) and follow the Health Facility Community Management Committee meetings and District-level semiannual review meetings.

WORKING RELATIONS:

The position is based in Aden governorate and need to work in Aden: Two supported Health Facilities (HFs), Khanfir: one Mobile Health team (MHT) and 4 supported Health Facilities; and in Rusod: One MHT and one supported HF. They will be reporting to the Health Manager. Work closely with the Country Pharmacist and Supply chain for MHTs and support HFs. Collaborate with DHOs, and other relevant partners involved.

MAIN RESPONSIBILITIES:

- Promote and actively participate in initiatives and efforts to establish team engagement, inclusion, and cohesion in IRC [team/office] - Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies. - To prepare and implement plans for health activities, with the mentorship of the health manager, ensure that plans are up to date, understood by staff and monitored daily. - Conduct regular briefing and supervision of Mobile Health Teams (MHT) staff, and IWs assessing technical and qualitative performance, and providing on-the-job training, mentorship and mentoring as the need arises to ensure quality service delivery. - Ensure all required supplies such as drugs and other supplies are available for the use by MHTs and IWs. - Assist in other relevant activities as requested by Health Manager.

Qualifications

REQUIREMENTS: (Qualifications, Skills and Abilities):

A. Education:

· University degree in medical field (Medical doctor preferred).

B. Experience:

· Experience of 2 years working in health projects preferred.

· Experience of 2 years capacity building, staff training and mentoring preferred.

C. Skills and Abilities****:

· Ability to work collaboratively with communities and other departments within IRC, health facilities and other organizations.

· Strong interpersonal skills.

· Good written and spoken Arabic; ability to communicate in English.

· Skills in reporting, including narrative writing and data analysis.

D. Proficiencies:

· Knowledge and skills in crafting and implementing appropriate and effective health interventions for crisis-affected populations.

· Analytical skills that demonstrate an understanding of the current context, priorities, and issues in monitoring, data collection and evaluation

· Demonstrates Self Awareness and Ethical Awareness

· Works Collaboratively with others.

· Innovates and Embraces Change
