How can you make a difference?

The Health and nutrition supply Officer reports to the Chief of Health/nutrition for close guidance and supervision.

The Officer provides professional technical, operational, and administrative assistance throughout the programming process through the application of theoretical and technical skills in, collecting, analyzing and presenting technical program information while learning organizational rules, regulations and procedures to support the development and formulation of the Health Program within the Country Program.

The Officer will be responsible for the Health and Nutrition supplies and GAVI support operation in Syria, which include planning, procurement, as well as monitoring of supplies, services works, to meet programmatic needs and achieve results for children, and provides technical support to governments, national systems and partners on supply chain management.

The post is critical to support the procurement and monitoring nutrition and health supplies and other medical supplies for the proper implementation of the H&N program.

Key function, accountabilities and related duties/tasks :

1- Provide rapid and relevant support to evolving health and Nutrition supply needs and situations facing children and families, including emergency situations. Finalize the H&N supply plan and insure a continuous, uninterrupted flow of H&N supplies.

  • Participates in Health and Nutrition Program planning to advise on supply requirements. Contributes to the development of Supply component of the Health and Nutrition Program. Works closely with Hubs colleagues on forecasting and on the development of Annual Supply Plan. Provides technical advice on specifications/Terms of Reference, facilitating efficient procurement.
  • Health/ Nutrition/ EPI supply plan development, monitoring and quarterly update and review, and Financially monitoring of the health and nutrition supply budget
  • Developing the distribution plan for all supplies procured offshore and locally as per the work plan and the needs to ensure proper utilization.

2- Implement accurate supply management systems, procedures as well as regular, accurate reporting to maintain the highest level of integrity, standards and accountability.

  • Process the needed Health and Nutrition procurement procedures, including sales orders, service requisitions, and submission to the Contract Review Committee (CRC).

3- Provide Technical support for the GAVI agreement with Syria

  • Support the immunization costing, financing, planning and reporting of the GAVI fund.
  • Working with SD, MOH, consultants, and the service providers to finalize the needs and ensure procurement/installation of cold chain are done as per the approved plan,
  • Follow up the process of the GAVI procedures for the Vaccines, vaccines requirements, Cold chain equipment, Solarization projects.

4- Support partners’ capacity-building in order to enhance efficient, effective and timely supply delivery.

  • Plans, and conducts trainings for MOH staff and counterparts in supply management, customs clearance, distribution and inventory of supplies and equipment with focus on cold chain and vaccines, in order to improve supply delivery and inventory.
  • Assists in the identification of training needs and plan training activities in supply administration for MOH staff, to improve supply delivery.

To qualify as an advocate for every child you will have…

  • A university degree is required in Business Administration, Management, Economics, or related fields.
  • Two years of experience in health/nutrition/EPI supply’s planning and management at the national or international level, with UN system, is required.
  • Two years of experience in GAVI process, supplies, costing, and financing is required.
  • Understanding of development, humanitarian work and emergency experience will be an asset.
  • Fluency in English is required. Knowledge of another official UN language or a local language is an asset
