Job Description

Job Overview/Summary: This a manager of Primary Health Care (PHC) clinics based in Sittwe and targeted townships in Rakhine State. The overall administrative management of clinic teams, management of PHC clinic activities, technical oversight and quality control of PHC activities are main responsibilities of this position. The position will have key role for daily coordination, communication and representation to relevant external stakeholders, including local authorities, State and Township Public Health department INGOs and LNGOs, and coordination with intra IRC departments. As a project lead, the position is responsible for coordination with all other projects and program support teams, as well as partner organizations in Rakhine State.

Major Responsibilities:

- Responsible in the development of detailed program log frames, work plans, monitoring tools to ensure high quality program implementation throughout the project cycle and ensure the program is achieving expected outputs. - Develop a work plan for the Program, manage regular activities and planning of the project activities and ensure staff participation to the decision process in close coordination with Program Coordinator and Senior Health Coordinator. - Monitor the progress of services to ensure quality care and verify that program indicators and targets are met in order to ensure the quality of services. Ensure adequate and timely reporting on program activities to Program Coordinator / Senior Health Coordinator. - Supervise and provide technical oversight of IRC and partner(s) emergency health program staffs using standard Performance Management System. - Supervise the IRC health emergency team and partner(s) PHC mobile clinic teams and Community Health Team for emergency response in conflict affected area to establish primary health care for general population, women and under 5 children in reference to MOH and IRC/ partner(s)- clinical protocol. - Supervise organizing of referral of life threatening emergency cases to respective secondary and tertiary Hospitals in targeted area. - Supervise for project M&E and Database management. - Provide technical support to Clinic Manager for PHC, RH, Nutrition to PHC mobile clinic team. - Support and provide on the job training to Clinic Supervisor, Nursing Supervisor, Community Health Supervisor and M&E Officer as necessary. - Lead monthly project review meetings and participate in field coordination meeting organized by operation department. - Recruit, monitor and evaluate staff performance, assess technical quality of activities and provide regular feedback and guidance through regular supervisory sessions and interaction to support. - Conduct regular quality control visit to IRC and partner organization together with IRC Capacity Building Team. - Ensure the utilization of drugs and medical supplies are in line with protocols. Provide technical oversight in reviewing monthly consumption patterns, approving monthly requisition, and facilitate the procurement of drugs and medical supplies. - Represent and coordinate as project lead of IRC Emergency health care project to local authorities and communities. - Responsible for drafting donor reporting and ensure high quality reports in timely manner. - Provide a monthly update on progress and challenges to the Senior Health Manager/Senior Health Coordinator. - Assist to Program Coordinator /Sr. Health Coordinator – Reproductive Health, Emergency Response for collaboration and coordination with MOHS at state / township level, partner NGOs and local authorities. - Assist the Senior Health Manager/Sr. Health Coordinator in the development of program budgets, procurement and spending plans and conduct a monthly review of expenditures to ensure efficient budget management and donor/ IRC compliance. - Perform other duties as assigned by the Supervisor.

Qualifications

Education:

- M.B., B.S / MD, preferable for Master degree or Post graduate diploma in relevant field

Experiences

- At least 5 years of experience in managing comprehensive primary health care projects in emergency setting or post disaster or conflict area with particular expertise in Primary Health Care, Maternal and Child Health, Reproductive Health, nutrition promotion, malaria control, Water-Sanitation and Hygiene promotion IDP health. - Experience on budget management skills. - Favorable to person with experience on medical response to disaster area, surveillance and control of communicable diseases in disaster area.

- Excellent skill in project management and team management. - Excellent skill in coordination with partners and stakeholders. - Sensitivity to the needs and priorities of conflict-affected populations. - Understanding of medical ethic and patient education. - Ability to work under pressure and stressful circumference.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
