OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO Country presence is established within the context of the mission of the WHO Health Emergencies Programme to undertake the following; implement WHO country cooperation strategies that are aligned with Member State's health and development agendas, to coordinate international action, to prevent, prepare for, detect, rapidly respond to and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

  1. Provides technical leadership and managerial support to the Information Management unit within the country office,

ensuring that activities are carried out efficiently and effectively.

  1. Develops and proposes technical health policies and strategies for implementation through collaboration with Regional office, UN agencies and provides advice in developing further the health information management for strengthening and improving the technical capacity of target clientele.
  2. Manages the unit efficiently to optimize deliverables in line with the mandate of the Organization as well as leads the development of project documentation based on the overall strategy and plan, for use by the emergency leadership to mobilize resources.
  3. Leads and conducts research on best practices in implementing health information activities at the local and regional levels to ensure that information management and dissemination in the field provides the best possible functionality, usability and capacity building to stakeholders
  4. Lead building the capacity of team members and partners involved in planning and data information process.
  5. Manages the monitoring and evaluation and reporting of key performance indicators and reporting requirements and mechanisms, internal and external situation reports (SitReps), bulletins, rapid needs assessments, health risk assessments, and the Public Health Situation Analysis; and health inputs into humanitarian needs overviews (HNO), and strategic response plans (SRP) to optimize the performance of Programme deliverables.
  6. Serves as the technical reference among the peer community, UN Agencies, and other stakeholders to achieve inter-cluster communication and health information sharing and management.
  7. Liaises with and utilizes partnerships in other UN Agencies, Donors, or research institutions in the health information management area to position the country office and health information activities into Global and/or National policies.
  8. Represent the country office at various meetings to advocate for health information management towards achieving strategic response plans.

REQUIRED QUALIFICATIONS

Education

Essential: Master’s degree in Information Management, or Public Health, or Epidemiology or Business or Public Administration complemented by training in information management.

Desirable: Specialization or training in information management systems. Specific training in humanitarian response or information management in emergencies.

Experience

Essential: At least 10 years of related professional experience in information management, monitoring, needs assessment, project management, data management, and information dissemination in the public health sector or health development sector, part of which in emergency management or humanitarian context. in leadership positions. Experience in developing and promoting collaborative partnerships. Demonstrated experience at the international level.

Desirable: Relevant work experience in WHO, other UN agencies; experience working in relevant non-governmental or humanitarian organizations. Experience in developing countries.

Use of Language Skills

Excellent knowledge of English. Working knowledge of Arabic is an asset.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1,811 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
