Contract

This is a UNV International Youth contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Youth contracts.

The Georgian authorities have embarked lately in a series of ambitious health reforms, aiming at improving access to essential health services, especially in rural areas, better planning, distribution, and retention of health workforce, improving population’s financial protection by reducing out-of-pocket payments (mainly for essential medicines), addressing non-communicable diseases and their major risk factors, etc. The assignment requires working with the staff of WHO Country Office Georgia in supporting the Government of Georgia, especially the Ministry of Labour, Health and Social Affairs of Georgia (MoILHSA), in strengthening the health system, implementing health reforms towards improved access to affordable and quality health services. It includes engagement with other ministries and subordinated agencies, private providers, civil society, professional associations, patient groups, research institutions and international and national partners to generate positive changes to the health system in Georgia.

Under the direct supervision of Advisor on Health Policy, the UN Volunteer will undertake the following tasks: - Supporting the technical assistance of WHO in health sector reform activities, conducting desktop research and drafting policy briefs; - Participating in data analysis and interpretation of findings relevant for policy-makers, information synthesis from social media; - Learning using AI tools in synthesizing evidence and drafting technical documents based on WHO technical documents from global and regional level as part of the WHO team within the following areas of health systems: (1) health system governance and implementation of plans and strategies, with qualitative research on institutional set up of the Georgian health system, (2) financing the health system in Georgia, including monitoring SDG 3.8.2. and other financial protection methods, (3) service delivery reforms, primary care (PHC), inpatient and outpatient health services, including improving quality of care in priority areas (e.g. oncology, rehabilitation and long-term care). (4) reviewing and analyzing the EU integration process in the health sector, and identifying relevant solutions from other countries which accessed EU recently. (5) healthcare workforce, including reviewing curriculum of healthcare workforce to align with the modern clinical standards and (6) medicines, assistive technology, labs and medical devices, with data analysis and process design of basic Health Technology Assessment approaches, (7) digital health, using AI tools and other health systems related topics.

Interim reports on the progress and the achievement of key objectives and deliverables are to be submitted to WHO Georgia.

or demonstrated interest in public health, health systems and reforms, social policies and services. • Previous experience as a volunteer and/or experience of another culture (i.e. studies, volunteer work, internship) would be highly regarded. • Demonstrated interest in development and countries in Eastern and Central Europe, Caucasus region or other relevant countries.

Tbilisi is a city of around 1,3 million people. There are many districts where expats choose to live, mainly around the suburb of Vake where the WHO office is located. Saburtalo suburb with affordable rentals is within short ride by public transport from the office. The cost of living in Tbilisi is relatively low (lower than in the Czech Republic). Life is generally easy, though some elements of everyday life are less organized than you may be used to if coming from the EU, but for most services there are no waiting times and finding an apartment is very easy. Overall, the expat community is inclusive, welcoming, and very diverse, including a large Czech community.

Summary of UNV Entitlements (International Youth):

• Current Monthly Living Allowance (MLA) is USD 1,976 • Private insurance: Health, dental, life and dismemberment coverage by CIGNA • Entry allowance: USD 4,000 • Exit allowance: USD 225 per month and upon the satisfactory completion of assignment • Annual leave: 2.5 days accrued per calendar month. Uncertified sick leave: 7 days for 12 months • Free access to different learning platforms and UN & UNV network

Please note that the amounts can vary according to fluctuations of the monthly post adjustment.

The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service. Contingent on specific eligibility criteria, location of the volunteer assignment and contractual type and category, the payment of allowances will begin from the date of Commencement of Service.
