Purpose of Activity/Assignment:

The Health Finance and Reporting Consultant, reports to the Project Manager for guidance and general supervision. He/She supports the preparation of the health reports (Programmatic and Financial) to ensure quality and alignment with donor reporting and provide timeliness with reporting commitments, capturing programme progress of a sector of the health programme (under Child Health Output) within the country programme. The provides technical support to the project management in delivering apt proposal, budgeting, forecasting and reporting.

Main Duties and Responsibilities:

1.Support to financial planning and management

  • Provide support to the financial planning process for the section by preparing/analyzing financial data/estimates and documentations verifying relevancy, accuracy and completeness to support budget planning. Provide financial operations support throughout the financial planning and implementation process.
  • Review budget expenditures according to allotment and codes and verify compliance with guidelines and procedures related to the section Grants. Keep stakeholders informed for timely action.
  • Provide technical and operational support on the application, interpretation and implementation of operational policies, procedures and guidelines to the section while Resolving routine financial operational issues and/or recommend (and record) deviation from policies and guidelines to meet objectives.
  • Provide technical support to the programme counterparts/committees, e.g. programme reporting, review budgets and financial plans of implementing partners; monitor compliance with HACT framework, including support to assessments, assurance and capacity development of implementing partners.
  • Prepare and/or monitor financial exception reports to assess unusual activities and transactions, investigate anomalies, and keep supervisor informed for timely action.
  • Review financial and reputational risks in the transactions carried out by the office and raise flags when action is needed by management.

2.Control of accounts

  • Support Processing of and supervise cash receipts and reconcile income contributions to ensure their timely deposit and recording in UNICEF systems.
  • Monitor and analyze financial transactions, accounting reports and reconciliation of accounts to ensure accurate and current financial information for applicable compliance (e.g. IPSAS, donor reporting, internal policies) and management oversight, planning and/or action.
  • Complete applicable accounts closure activities (monthly, quarterly and yearly) on a timely basis and per closure instructions.
  • Examine DCT transactions (transfer, adjustments, reprogramming and liquidation) supporting documents to ensure FACE form has been properly entered into the system and the expenditure is broadly reasonable and in accordance with policy.

3.Treasury and cash management

  • Maintain a system to monitor and forecast periodic cash requirements. Provide current information on cash position/forecast to management and make recommendations or take action to ensure sufficient availability of resources for programmes and operations activities.
  • Submit monthly bank statements to the GSSC for reconciliation and take appropriate corrective actions on findings identified by the Center when requested.

4.Knowledge and capacity building

  • Promote a culture of highest ethical standards and behavior in management of UNICEF’s resources and building capacity of the MOH with the same.
  • Support initiatives for management improvement by capturing, institutionalizing and sharing best practices and lessons learned. Recommend improvements in processes and procedures to enhance productivity and performance including implementation of cost saving strategies.
  • Participate and/or organize training and learning events to build capacity of staff and stakeholders/partners.

Scope of Work:

The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda:

•Provide technical support in the proposal, forecasting, budgeting, and reporting of the Foreign, Commonwealth and Development OfficeE (FCDO) Emergency integrated project, Global Fund Malaria and COVID-19 grants, and Light foundation BHI Grant. guidance to the National Malaria Control Program in developing/updating Integrated strategies for Malaria vector Control Response.

•Support the Financial capacity building for the National Malaria Control Program on proposal writing, forecasting, budgeting, and reporting

•Support the review of the governance documents and fiduciary guidelines

•Provide technical support to the UNICEF country office in the Global Fund cycle 7 proposal grant application budgeting process

Work Assignment Overview

Provide technical support in the proposal, forecasting, budgeting, and reporting of the FOREIGN, COMMONWEALTH AND DEVELOPMENT OFFICE (FCDO) Emergency integrated project, Global Fund Malaria and COVID-19 grants, and Light foundation BHI Grant. guidance to the NMCP in developing/updating Integrated strategies for Malaria vector Control Response. Share progress report on the following

•Review of the Annual Report for the Program Update /Disbursement Request ensuring alignment with the UNICEF Certified statements and ensure timely submission

•Review Forecast and projection of funding from donor funded activities supporting child health – Foreign, Commonwealth and Development Office (FCDO) and Global Fund

Share progress report on the following

•Support in the Global fund proposal window submission by March by ensuring alignment of the financial component to the National strategic plan for malaria

•Support the financial close-out of the Foreign, Commonwealth and Development Office (FCDO) grant and proposal financial component of Foreign, Commonwealth and Development Office (FCDO) additional funding

Share progress report on the following

•Support financial capacity transfer to the NMCP and MOH line ministries

•Review the financial

•Support the quarterly donor programmatic and financial reporting for Foreign, Commonwealth and Development Office (FCDO) and Global Fund

Minimum Qualifications required:

Knowledge/Expertise/Skills required:

•Advance University degree in one of the following fields is required: public health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, or another relevant technical field.

•A minimum of 7 or more years of relevant professional experience in management, coordination and technical expertise, preferably with a track record of successful Infectious disease program management.

•Experience with Grant Management, reporting and analysis (Experience with ECHO, Foreign, Commonwealth and Development Office (FCDO)(FCDO), Global fund implementation or Local fund agent is an asset).

•Experience working in the region is an asset.

•Diplomacy, conflict management, flexibility, understanding of local cultural and social practices are key success factors for this consultancy.

•Knowledge of computer management skills including Microsoft Word, Excel and PowerPoint software.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
