Job Description

BACKGROUND

In Ukraine, months of escalating Russian hostility have culminated in a concerted invasion of the country and the launch of military attacks across multiple cities in Ukraine. IRC’s approach in this crisis pre-dates the beginning of the conflict. We have been carefully monitoring the context since late 2021. Knowing the likely impact of large-scale crisis on civilians, EHAU deployed a scoping mission to Poland in February of this year and on February 24, when Russia launched airstrikes, IRC quickly pivoted to a response stance, delivering aid immediately through donations to Ukrainian and Polish partners.

The IRC has launched a program in Ukraine through the emergency response team and is establishing operational hubs in Lviv, Vinitsya, and Dnipro, and is looking to expand programming in scale, scope and geographic support over the coming months.

IRC seeks a dynamic programme implementer to fill the role of Health Data Manager. The Health Data Manager will manage data gathered on the purchase, procurement, delivery, distribution, and consumption of medical equipment and supplies, pharmaceuticals. She/he will be responsible for preparation of reports and analysis to be shared by relevant stakeholders.

Major Responsibilities: The key responsibilities of Health Data Management Officer includes:

· Create and maintain databases and spreadsheets that meets programme requirements.

· Manage data processing works through checking data entry quality, data cleaning, standardization and analysis, and regularly back up data.

· Produce scheduled reports and analyses (weekly, monthly and quarterly) as required.

· Produce ad hoc reports as requested by IRC and donors as appropriate and authorized.

· Support M & E Officer to collect quality data from the field.

- Ensure appropriate security measures are taken to prevent unauthorized access to data.

· Train program staff on data collection tools and methodologies

Internal: Medical Supply Chain Officer, M&E Officer, Protection Officers, Legal Officer,

External: IRC pharma suppliers, external partners/recipients of deliveries

Job Requirements:

Education:

· Completion of a University Degree in computer science, statistics, economics or a related field.

Work Experience:

· Minimum of two (2) - year experience in data management, statistics, analysis, information technology and administration.

Demonstrated Skills and Competencies:

· Strong management and organizational skills

· Excellent attention to details

· Ability to think broadly and consider other issues

· Demonstrated excellent communication skills

· Demonstrated teamwork skills.

· Experience with database administration

· Advanced knowledge of Microsoft Excel

· Ability to development and optimize queries

· Experience using analytical tools

· Good interpersonal skills and ability to work as part of a team, as well as independently.

· Flexible and able to work in a dynamic and diverse environment.

Language: Excellent drafting and oral communication skills in English.
