Job Description

Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic well-being, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary: IRC strives to produce quality proposals, reports and evaluations that illustrate the measurement of contractual goals and activities but also include analysis of the context and dynamic needs of beneficiaries at the community level. Programming and program cycle management thus requires a more strategic and technically sound approach to data management in order to better support program management, and compliance to donor reporting and learning through consolidation and dissemination of lessons learnt from completed and ongoing programs. Under the direct supervision of the Senior Health Manager and technical supervision of the Senior M&E Manager, this position is responsible for the regular preparation, consolidation and circulation of data collection, compilation, and analysis reports for health services in Ban Don Yang refugee camp to ensure quality, timely, accurate and utility information in support of the implementation of the program sector activities.

Major Responsibilities: • Coordinate and supervise CBA (Camp based assistant) to ensure timely and accurate data entry from all health facilities: PHC, RCH, CHW, Psychosocial, Pharmacy and Laboratory by using IRC electronic tools • Verify all reports formulated by health facilities, and health promotion teams to contain all the necessary information and to be in line with consolidated data collection schemes and priorities. • Manage all the existing health databases and ensure that all are regularly updated and cleaned while data confidentiality is protected. • In coordination with the Sr. Health Manager, Sr. M&E Manager, Sr. M&E Officer, Sr. RCH Officer, EH Officer, Lab Officer, and Malaria Officer to monitor the epidemiological situation of infectious disease at the camp level • Conduct collection, compilation, and analysis of weekly epidemiological reports and health data • Prepare monthly, and quarterly reports and support the necessary information to Senior Health Manager • Make sure Covid-19 cases, testing, vaccination, and HIS data management in camp for timely reporting • Regularly update the project indicator tracking sheets in line with project activities. • Prepare the visual illustration of health data to display in the camp for review • Update the referral database by checking with Health Program Assistant • Support for Covid-19 vaccination records, share with related sectors and respond to Covid-19 vaccine certificates requested by camp residents. • Serve as a focal person for implementing all the health surveys to be conducted such as the annual KAP survey, NCD assessment survey, and Client satisfaction survey and assist Sr M&E Manager with analysis. • Perform other related tasks and activities assigned by the direct supervisor. Key Working Relationships: Position Reports to Senior Health Manager Position directly supervises: Camp-Based Assistants Other Internal and/or external contacts: Internal: Senior Health Coordinator, Health Coordinator, Field Coordinator, Senior Clinical Managers, M&E team, Operation team, IRC health staff in all Thailand sites External: Local community-based partner organizations, Thai public health authorities, and non-governmental organizations.

Qualifications

Job Requirements:

Education: Bachelor of social sciences, statistics, or other relevant fields.

Work Experience: Minimum 2 years of working experience in data management.

Demonstrated Skills and Competencies: • Excellent teamwork including abilities to coordinate well with diverse individuals and teams and to negotiate effectively with colleagues and stakeholders to achieve results. • Able to communicate effectively in a multicultural environment and diplomatically manage collegial relationships. • Work productively in a team environment and have the ability to meet unexpected demands. • Experience in working with NGOs is an advantage.

Language Skills: Fluent in English communication speaking, listening, and writing. Sagaw Karen or Burmese language is a plus.

Computer skills: High proficiency in Microsoft Word, Excel, PowerPoint, Access, and data analysis tools and mobile data collection tools.

Working Environment: The position is a National Position based in the IRC Sangkhlaburi office, with travel to the refugee camps and the Thailand-Myanmar border area as required.
