OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (TheProgramme) is to help countries, and to coordinate international action, to prevent,prepare for, detect, rapidly respond to, and recover from outbreaks andemergencies.

DESCRIPTION OF DUTIES

1. Maintain information on allcurrent and potential health partners, their capacities and areas of work, andregular updating of all health partners (Government, UN agencies, National andInternational NGOs) contact details. Provide consolidated feedback to all partners and the other clusters.

2. Organize Strategic/TechnicalReview Committees, represent Health Cluster in the proposal review process and followup with the United Nations Office for the Coordination ofHumanitarian Affairs (UN-OCHA) on partners' proposal submission, and preparing and dissemination of proposal reviewcommittee minute.

3. Participate in thepreparation process for the annual Humanitarian Needs Overview and HumanitarianResponse Plan.

4. Organize and hold regular healthcluster coordination meetings with country/hub health cluster partnersand technical working groups to updateattendees on important issues and recommendations of the previous meeting and followup on the agreed actions.

5. Ensure priority healthproblems and risks are identified by conducting regular needs/gap assessmentmissions and support the field team, analyze the assessment report in closecoordination with the Health Information Management Unitand Regional Health Cluster Coordinators.

6. Ensure partners' active contribution to andinvolvement in joint monitoring of individual and common plans of action forhealth interventions and provide input to communications and informationproducts to reflect the status and progress of WHO and cluster's work.

7. Follow up on action pointswith both partners and MoPH and update the Health Cluster Coordinatoraccordingly.

8. Work closely with Health InformationManagement and Regional Health Cluster Coordinators to update the mapping ofthe health actors, available health services, and resources.

9. Undertake joint fieldvisits for monitoring, joint evaluation, and lessonlearning missions.

10. Participate in drafting thehealth cluster annual work plan, cluster contingency plan, and other reports.

REQUIRED QUALIFICATIONS

Education

Essential: First university degreein medicine Desirable: Master in Public Health.

Experience

Essential: At least five years of relevant experience inmanaging and coordinating health humanitarian programs in chronic and acute, sudden-onsetemergencies. Proven experience in writing advocacy documents and in theproduction of communication material Desirable: Relevant work experience inWHO, other UN agencies, Health Cluster Partners, recognized HumanitarianOrganizations or relevant non-governmental organizations.

Skills

Proven ability to plan, implement and evaluate health sector-related activities at the national level Coordination, communication, and negotiation skills Excellent skills in report writing

REMUNERATION

Remuneration comprises an annual base salary starting at USD 53,759 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
