Job Description

NRC Myanmar is seeking a Health & Safety (HSS) Manager. This position is only open to internal candidates who are Burmese nationals.

This is an exciting opportunity to work with one of the leading humanitarian organisations in the country. NRC Myanmar has a diverse portfolio across sectors, partners, and donors, and it is currently the lead agency for two consortia. The organisation has delivered humanitarian assistance and protection to vulnerable affected populations in Myanmar since 2009.

The role holder will be responsible for the security structure in the Country and Area Offices, crisis and risk management, people management, and networking.

Key Responsibilities

  • Developing, implementing, and maintaining a robust security structure in the Country/Area Offices in line with global Health, Safety, and Security guidelines.
  • Developing and implementing the NRC Security Management System at national level.
  • Monitoring contextual trends related to security incidents, in collaboration with Government Liaison unit, Country Director, and Area Managers.
  • Conducting Security Risk Analysis (SRA) according to minimum operational requirements (MOSS).
  • Minimizing security risks to the operations of NRC.
  • Acting as an adviser to the Country Management Team Leader during a crisis and taking lead as and when delegated.
  • Managing Security Staff at Country Office.
  • Capacity building of Health, Safety, and Security staff; technical inputs to programme teams.
  • Supporting, training, controlling and developing Security Staff in all offices.
  • Training and developing staff in safety and security across all Area Offices throughout Myanmar.
  • Preparing reports as required and ensuring compliance on all reporting.
  • Networking, liaising, communicating, and cooperating with relevant external security actors, other INGO’s security focal persons, and key stakeholders (UN, INGOs, embassies, etc.), ensuring good communication and collaboration in order to gather relevant information and ensure sufficient coordination.
  • Ensuring that HSS related costs are covered by master budgets.

Required Competencies, Skills and Experience

  • The ideal candidate will be an individual of stature and authority who can work in insecure environments. He/she will have good people leadership skills, inspiring and influencing others through effective communication.
  • Minimum three-years of experience as a senior Security Manager in a humanitarian/recovery context.
  • Previous experience working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal.
  • Valid driver’s license.
  • Knowledge of the context in Myanmar.
  • Proficiency in the Burmese Language.

  • Travel: approximately 50% regular travel to all NRC offices throughout the country
