Result of Service - Provide a written advice on the health insurance plan trends and patterns. - Prepare reports and dashboards on medical and dental claims data to both, HLIS and HLIC. - Provide advice on the data captured and possible cost containment measures relating to the same. - Provide a report based on the survey conducted by HLIS.

Duties and Responsibilities The United Nations Secretariat is conducting comprehensive review of its Health Insurance plans and its existing processes. This project will review and pinpoint the required improvements on processes based on the survey findings and will have an impact on the design of the UNHQ administered health plans.

The project is scheduled to take place from 1 September 2022 to 31 August 2023.

The services provided by the consultant will focus on:

  • Identifying, analyzing and interpreting health insurance plan trends or patterns, using business intelligence tools.
  • Providing data to senior staff in HLIS and the Health & Life Insurance Committee (HLIC) on global trends and impact in the UNHQ administered health insurance plans.
  • Providing data to senior staff in HLIS and the Health & Life Insurance Committee (HLIC) on the information captured in the claims databases of the TPAs.
  • Conducting and interpreting health insurance related surveys and calculating impact of desired plan changes on the required premium.
  • Preparing a diverse range of reports and dashboards on medical and dental claims data from Third-Party Administrators (TPAs).
  • Providing data to on the information captured in the claims databases of the TPAs.
  • Documenting and reporting findings related to the performance of health insurance plans like drivers in reimbursements, underlying risks and data quality.
  • Other services and support as may reasonably be requested by Health and Life insurance section in relation to the implementation of Statement of Internal Control.
  • Detailed weekly reporting to the Chief of the Health and Life and Insurance on the work in completed and work in progress.

    Qualifications/special skills Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in project management, computer science, data science, analytics, statistics, information management, public administration, management or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience: Experience in applied analytics, business intelligence, information management, statistics, project management, stakeholder management or related area is required.

Experience in using data to inform decisions, strategies and execution is required.

Experience with self-service analytics and data visualization applications (MS PowerBI, Qlik, Tableau or similar), or business intelligence tools (SAP Business Objects, etc.) is required.

Experience in health, insurance or social security systems is desired.

Language: English (required) and French (desired).
