Org. Setting and Reporting The Head, Programme Budget Section reports to the Chief, Budget Division and works closely with the Deputy Chief, Budget Division

Responsibilities- Coordinates the formulation of the biennial and annual operational programmes budgets, including the annual fascicle budget (funded by assessed contributions); provides management with forecasts and past performance reports; consults with managers regarding current and future levels of funding of activities; takes a lead role in the timely and accurate preparation of the Agency's Budgets (Capital, Expense and Cash), Blue Book and Fascicle in accordance with statutory and policy requirements; ensures compliance with IPSAS Standards and provides budgetary support services to HQ Departments and Field Directors;

- Monitors the implementation of budgets, recommends reprogramming, coordinates and conducts necessary consultations with concerned offices, supervises the quarterly review and analysis of expenditures to identify changing patterns; formulates financial systems and procedures to monitor expenditures and control of the Regular Budget;

- Reviews biennial and annual operational budget estimates and subsequent adjustments to ensure conformity with Agency instructions, policies and planning and budgeting assumptions; participates in budget hearings; assists and guides Field and HQ staff in the preparation of their submissions and in drafting necessary texts and annexes;

- Supervises the establishment, review and amendment of quantitative and monetary standards for the Agency’s budget, including staff costs to which standards can reasonably be applied in co-ordination with functional departments and norms;

- Plays an active role in the preparation of the Financial Technical Instructions; updates the Budget Technical Instructions; supervises reviews, adjustments and updates of the budget standard prices; estimates financial implications of proposed, new or revised standard costs and advises management thereof;

- Conducts Agency-wide analytical studies on various programmes and/or Fields, including studies on the costs of possible variations and scenarios in each programme and/or Fields; also, conducts analytical studies on reforms, and restructures;

- Prepares replies to internal and external audit observations relating to Programmes and Support services budgets.

- Thorough knowledge of the budgeting framework, computerized finance, budget and procurement systems; - Ability to develop and implement appropriate technical solutions and concepts; - Ability to develop and maintain productive relationships with staff and clients of the Finance Department, including the ability to operate effectively across organizational boundaries and in multiple locations; - Demonstrated analytical and management skills; - Ability to take initiative, coordinate and integrate multiple inputs to generate common approaches or frameworks; - Excellent writing skills; - Leading and supervising; - Deciding and initiating actions.

Education- An advanced university degree from an accredited educational institution in business administration or a related field, including a course in accountancy;

- Membership in an officially recognised accounting body (Desirable).

Work Experience At least eight years of progressively responsible and relevant experience.

At least four years of relevant experience at a supervisory level with an emphasis on cost accounting and budgeting.

Extensive practical experience with computerized finance systems (Desirable).

High accuracy and flexibility (Desirable).

Experience in an international organization (Desirable).

Languages Excellent command of written and spoken English and Arabic.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Type of Contract: Fixed Term Appointment for 3 years including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.

The incumbent may be required to travel in the UNRWA’s area of operations.

This vacancy notice is open to internal and external candidates. Only candidates residing in Jordan with authorization to work in the duty station at the time of application are eligible to apply. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
