STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics,

Nutrition/Health, Agriculture, Statistics, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses

Experience: Minimum five years of relevant professional work experience in international development or humanitarian work. Minimum of three years of experience in managing food security monitoring/vulnerability analysis and/or complex monitoring and evaluation activities spanning a range of policies and programme initiatives.

Strong knowledge of analytical tools, GIS knowledge is desirable.

Experience in managing diverse teams of technical staff.

Languages: Fluency (Level C) in both written and spoken English.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly, women and children, can access the nutrition food they need.

Sierra Leone is a low income and food-deficit country, with a population of about 7 million. It ranked 181 out of 189 countries in the 2019 Human Development Index and the scores for men and boys (0.465) and women and girls (0.411) indicate significant gender inequality. About half of the adult population is illiterate and half of children leaving primary school are unable to read or ‎write. Women’s literacy is 44 percent compared to 56 percent among men, and the country ranks 150 out of 160 countries ‎assessed on the Gender Inequality Index. ‎

The impact of COVID19 has triggered a sharp increase in pre-existing food insecurity and vulnerability among the population. An estimated 5.1 million people in the population is currently food insecure. There are significant economic gaps, inequities and disparities among communities and various components of the population in rural and urban areas; the poorest segments of the population reside in deplorable conditions. Economic activities including businesses, remittances, employment and revenues at both national and household level have declined due to the impacts of the COVID-19 outbreak and now the war in Ukraine which is compounding the effects of pre-existing shocks related to the Ebola epidemic in 2014/15 and the mudslide in 2016. Women and children, particularly those from poor households are worse affected by the socio-economic impacts of the corona pandemic.

WFP’s engagement in Sierra Leone is to support national efforts to end hunger (Sustainable Development Goal 2) and strengthen partnerships for sustainable development (Sustainable Development Goal 17) are channelled through a number of programmes, such as School feeding, Resilience building, Nutrition prevention and Emergency support.

WFP’s ability to achieve its Strategic Objectives depends on its capacity to deliver food assistance that addresses the different needs and priorities of the women, men, girls and boys whom it serves. A world with zero hunger can be achieved only when everyone has equal opportunities, equal access to resources, and equal voice in the decisions that shape their households, communities and societies.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Within delegated authority, the Head of VAM & M&E will be responsible for the following duties:
  • Lead the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP).
  • Ensure that Evidence generating systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).
  • Conduct quantitative and qualitative data collection and analysis activities such as Market, Essential Needs assessments, monitoring and research projects as required by the WFP Country Office and partners.
  • Provide regular up to date advise on the food and nutrition security situation and related developments for management, and the potential impact upon WFP activities to enable timely and appropriate programme adjustment.
  • Develop innovative monitoring systems and data collection, analysis and visualisation tools to facilitate technical analysis, interpretation and information as required to support the evidence of WFP’s impact.
  • Develop and follow up on joint VAM and M&E workplan, coordinate planning and implementation of evidence generating activities (e.g. Food Security Monitoring System, mobile VAM, market prices monitoring, post-distribution monitoring, process monitoring, beneficiary needs and status, food security status, programme modalities, implementation challenges, etc.).
  • Lead the M&E and VAM capacity strengthening of WFP staff, Government and other partners through training and information sharing.
  • Participate in relevant coordination forums, Inter-Agency forums, working groups and technical meetings to technical discussions, exchange of knowledge and experience, promote the importance of timely evidence and build partnerships.

  • Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.

  • Provide inputs to the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks, including United Nations Sustainable Development Cooperation Framework (UNSDCF) aligned with nationally owned sustainable development goals.
  • Conduct mid-term reviews and thematic reviews which are intended for internal learning, strategic and operational decision-making.
  • Ensure that all data at the process and outcome levels are captured in the country office monitoring.
  • Perform other related duties as required.
