JOB PURPOSE

Under the direct supervision of the WFP Representative/Country Director, working in close cooperation with the Deputy Country Director, the Head of Unit: Monitoring and Evaluation (M&E), Reporting and Knowledge Management is responsible for ensuring compliance with World Food Programme, UNSDCF, and donor requirements for M&E and reporting. S/he is expected to work and collaborate across WFP Indonesia programme, finance, and grant management units. As the HOU the incumbent s/he will represent WFP Indonesia in all UNSDCF M&E and reporting working groups. In addition, s/he will lead the WFP Indonesia Knowledge Management initiative.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Ensure CO wide monitoring and reporting system is in place to comply with all corporate, donor and UNSDCF requirements. 2. Lead the annual country report process including coordination of all inputs, review of draft, quality /compliance checking, uploads into corporate system (COMET and SPRING). 3. Ensure WFP compliance with all UNSDCF reporting requirements ensuring WFP activities are included as appropriate. 4. Facilitate process for and draft annual performance plan, mid-term and end-year reports based on inputs from programme and business support units. 5. Lead and further develop WFP Indonesia Knowledge Management Initiative. 6. In collaboration with the Country Director ensure completion of annual risk register and its mid-term review. 7. Track and report on all evaluation findings and management response. 8. In close cooperation with the Deputy Country Director identify and support decentralized evaluation topic and provide inputs as required to the formulation and implementation of decentralized evaluation as per corporate requirements. 9. Provide regular updates and seek inputs regarding global developments on CRF indicators and related methodologies. 10. Contribute to global and regional M&E initiatives including development of new indicators and related methodologies for relevant corporate systems (CRF, and otherwise). 11. Ensure corporate reporting system (i.e. COMET) is regularly updated. 12. Support programme teams to develop M&E frameworks, for new and existing activities/projects, ensuring compliance with corporate standards. 13. Update CSP logframe indicators as required for alignment with WFP requirements. Perform other related duties as required.

DELIVERABLES AT THE END OF THE CONTRACT

1. WFP annual reporting requirements met with quality and on time 2. WFP Indonesia well represented in UNSDCF M&E and reporting working groups and processes. 3. Decentralized evaluation initiated

STANDARD MINIMUM QUALIFICATIONS

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced University degree in International Relations Development, Economics, Agriculture, Supply Chain, or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience: * At least 3 years of post-graduate, progressively responsible experience in public sector management, development projects, emergency assistance, and/or operational aspects of national, bilateral or multilateral assistance. * At least 5 years’ experience in development contexts. * At least 3 years of experience managing teams. * Demonstrated experience developing M&E frameworks. * Previous experience with WFP/ other UN agencies or other relevant international agencies preferred.

KNOWLEDGE AND SKILSS:

Knowledge of monitoring evaluation frameworks. Understanding principles of qualitative analysis. Skilled writer in Bahasa & English.
