BACKGROUND

UNHCR (United Nations High Commissioner for Refugees) and WFP are leading a UN Reform initiative by joining expertise to provide vehicle fleet management services, including vehicle leasing to other UN agencies. To provide these services, a new unit is being set up known as UN FLEET. UN Fleet | Global Solutions represents a partnership initiative between WFP & UNHCR to offer leased vehicles and professional fleet management services to the wider UN System. The vision is to provide effective, safe, efficient, and environmentally sustainable fleet solutions to the UN System while achieving significant and sustainable cost savings.

THE ROLE

The purpose of the Head, UN Global Fleet Service is to lead and manage this new, joint UNHCR/WFP start-up Office, ensuring the effective and efficient management of human and financial resources and delivery on the UN Reform commitment related to Fleet Management. A critical success factor is identifying, building, and maintaining relationships with diverse internal and external stakeholders, particularly other UN agencies. The position requires expert technical knowledge, combined with unique professional skills. The role may require traveling, remote working collaboration, and an eventual shift in operational location.

WHAT YOU’LL BE RESPONSIBLE FOR

  • Leading the joint engagement between UNHCR and WFP to provide a one-UN Global Fleet Solutions
  • Lead the coordination and collaboration with multiple stakeholders to enable the delivery of UN Fleet services to Client agencies, representing UN Fleet throughout the UN system and/or other selected partners, as required in order to establish UN Fleet as the common service for Fleet Management within the UN.
  • Lead the provision of light vehicle fleet services to all UN agencies and their offices, globally, including Light Vehicle Leasing Services, Insurance services, Vehicle Preparation Services, Shipping Services, Disposal Services
  • Oversee the provision of Training, Fleet Optimisation Services, and Fleet Management Support to inter-agency Country Office fleet teams
  • Lead the coordination and collaboration with multiple stakeholders to enable the delivery of UN Fleet services to Client agencies, representing UN Fleet throughout the UN system and/or other selected partners, as required in order to establish UN Fleet as the common service for Fleet Management within the UN.
  • Manage operational performance of UN Fleet to ensure the consistent and effective delivery of fleet services to UN Agency offices globally. Ensure team members have clear objectives, can perform the required duties and operate as a team to support client agencies globally.
  • Contribute to a network of peer WFP Global Office Directors worldwide, providing analysis of trends, opportunities, and potential risks to the WFP Leadership Group and/or other appropriate WFP counterparts to facilitate integrated solutions that address hunger and the root causes of hunger.
  • Propose strategies for ensuring that 1) Road Safety is a critical component of all activities, initiatives, plans and services and 2) ensuring that Sustainability is a critical component of all activities, initiatives, plans and services
  • Hold accountability for transparent and efficient people management, staff development and coaching to expand the reach and depth of the partnership function

QUALIFICATIONS & KEY REQUIREMENTS

Education

You have:

  • A university degree in any relevant field.

Experience

You have:

  • A minimum of 11 years of post-graduate, professionally relevant experience in fleet management in international organisations
  • Professional experience must include the design, development, and implementation of new operating models / start-ups that operate on a cost recovery basis including: internal leasing programmes, self-insurance programmes, fleet service provision to third party organisations.

  • Extensive knowledge of fleet systems including FMS (Fleet Management Systems), VTS (Vehicle Tracking Systems), IVMS (In Vehicle Monitoring Systems) and how these systems can be integrated to optimise fleet performance.

  • Experience applying fleet management practices in humanitarian/development contexts
  • An Entrepreneurship mentality

Language

You have:

  • Fluency in oral and written English
  • An intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or Portuguese (one of WFP’s working languages).

TERMS AND CONDITIONS

Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year.

This position is open to both internal and external candidates.

WFP offers an attractive compensation and benefits package in line with ICSC (International Civil Service Commission) standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

Please note that the duty station of this position is currently unconfirmed but will be based in Dubai, UAE (United Arab Emirates) for the immediate future.
