As one of the main humanitarian actors, the World Food Programme (WFP) has the opportunity and the obligation to leverage data and technology to better know and serve those in need by digitally transforming the way it works. Such ambition led to a plan aimed at establishing, integrating and mainstreaming the core elements of an end-to-end digital business process.

For these two critical positions, we are looking for seasoned digitally minded IT professionals who are able to integrate emerging technologies and strategic vision in the day-to-day IT management in these countries to best contribute to the business transformation of the WFP and help us ending global hunger.

JOB PURPOSE

At WFP, we are looking for two talented Head of Technology Services (P-4 level) who will be respectively based in Dhaka, Bangladesh and Khartoum, Sudan as prior locations.

As the Head of Technology Services, you will focus on improving the value proposition of technology for efficient IT operations & services and a successful digital transformation of WFP and its services and support to partners. You will support existing technologies and solutions, respond promptly to challenges and leverage opportunities to evolve WFP into a different operating model that can guarantee and drive trends and innovation, as well as taking WFP into a leadership position for digital solutions.

You will also manage Country Office IT Operations to ensure continued and expanded provision of IT services in line with WFP Corporate standards and steer these services to support and facilitate Digital Transformation efforts and the continued application and exploration of emerging technology.

You will report to Deputy Country Director in the Country Office (CO).

KEY ACCOUNTABILITIES (not all-inclusive)

  • Participate in Country Office strategic planning and operational decisions for all IT and digital related topics to advocate for results and outcomes that are aligned with WFP corporate policies, standards and strategy;
  • Keep abreast of both Technology standards and WFP’s strategic direction to identify new initiatives, provide guidance on IT/Telecommunications (TC) options, and adopt best practices to support the Country Office Strategic Plan;
  • Oversee and manage delivery of IT Services in WFP Country Office in alignment with corporate TEC Division governance, guidelines and policies;
  • Engage with the Country Office business units to understand business objectives, gather requirements, and analyse capabilities with the objective of shaping demand for technology products, offering new opportunities to improve business processes, better stakeholder alignment and creating value for money propositions with technology solutions;
  • Provide leadership and management to a diverse IT team and act as a point of escalation and coordination for critical incidents;
  • Drive a culture where consistent data are effectively used to take decision and drive the implementation of WFP IT innovative solutions;
  • Provide regular reports and updates to the Senior Management team and Country Office units via operational meetings;
  • ​​​​​​​Review local programme documents (e.g. submitted for Strategic Programme Review and CSP process), providing inputs to incorporate and strengthen the Digital Transformation components;

  • Align regional needs to IT digital transformation efforts;

  • Lead the exploration of emerging technology by supporting identification of use cases in collaboration with the Digital HUB in Nairobi to ensure pilots are supported with any required data and systems integration and managing the overall project up until decisions to scale;
  • Define roadmaps that provide guidance on how emerging technologies will be tested and potential scenarios based on testing outcomes;
  • Take the lead to liaise and coordinate with government bodies in any IT/TC related issues on behalf of WFP and the humanitarian community;
  • Provide management support to all TEC services, activities and projects, including but not limited to SCOPE (Beneficiary information and transfer management platform), TOM (Evolution of IT Unit Staffing), TESS (Telecommunications Security Standards) and Infrastructure Enhancements (VSAT/SD-WAN/IPBX);
  • Manage and motivate a team of staff, providing coaching, mentoring, training and guidance to ensure appropriate development and enable high performance;
  • Other duties as required.

EXPERIENCE REQUIRED

  • Relevant experience of eight years or more (out of which three international) of postgraduate progressively responsible professional experience in IT with an interest in international humanitarian development;

  • Experience of delivering IT operations & services that align an organisation’s vision, mission, objectives, strategy, business and user needs;

  • Sound experience in IT Operations including ITIL/ITSM/customers services, MSPs, infrastructure and technology management, cyber security, etc.; deep knowledge of ITIL service principles, experienced supplier manager and focused on delivering CSI across production platforms and IT services;

  • Exposure to digital transformation and/or Data management and protection projects;

  • Strong leadership in managing and developing operational teams and managed service providers in delivering and supporting IT services across all lines of business;

  • Ability to lead, train, mentor and coach a highly effective team and gain credibility and respect, also in complex situations coupled with project and programme management skills;

  • Complex projects management skills requiring innovative recommendations and approaches.

    STANDARD MINIMUM QUALIFICATIONS

Interpersonal Skills

  • Ability to build strong relationships with internal and external partners to identify key business issues and identify new/improved IT solutions and services;

  • Demonstrated ability to be consistent, data driven and agile during urgent and challenging situations;

  • Excellent oral and written communication skills, including the ability to explain technology solutions to non-technical colleagues, establish rapport and persuade others;

  • Strong Business Engagement ability;

  • Sophisticated decision-making skills.

Education

  • Advanced university degree in business management, computer science, telecommunications engineering or social sciences, or First University degree with additional years of related work experience or trainings/courses.

Languages

  • Fluency (level C) in English language;

  • Intermediate knowledge (level B) of a second official UN language (Arabic, Chinese, French, Russian, Spanish), and/or WFP’s working language (Portuguese).

TERMS AND CONDITIONS

Mobility is the essence of WFP and continues to be a core contractual requirement. These positions are rotational which means that you shall be subject to the regular reassignment process to any other location on a period of 2 to 4 years unless the position is reclassified as non-rotational.

The selected candidate will be employed on a fixed-term as well as a rotational contract with a probationary period of one year. Depending on the duty station, the position may be eligible for Rest and Recuperation (R&R) scheme.
