Reporting to the Country Director, the Head of Support (HoS) will lead the Support Unit and have the overall responsibility for ensuring that NRC’s human resources, administration, logistics, finance, and risk and compliance systems provide relevant and adequate support to the NRC South Sudan response. The HoS will also be responsible for designing, planning and leading the implementation of key strategic initiatives to improve systems and structures. The HoS will furthermore play a key leadership role in planning processes, including the annual budget process, workforce planning and talent management.

Generic responsibilities:

  1. Line management for support units such as Risk and Compliance, Finance, HR & Admin and Logistics (incl. ICT).
  2. Member of the Country Management Group (CMG).
  3. Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements.
  4. Facilitate the support function’s strategic input to the development of the Country Strategy and Plan of Action.
  5. Provide input on operational support in proposal development, and to coordinate and align operational support with programme plans.

Specific responsibilities

Resource Management

  • Review the current NRC South Sudan staffing support structure and propose an adequate fit-for-purpose strategy, including the development of a Risk and Compliance Unit.
  • Provide leadership of the Support Unit and oversee the timely recruitment of support staff as well as national staff capacity development initiatives.

Support and Systems Management

  • Line manage and provide day to day support to the Human Resources Manager, Logistics Manager, Finance Manager, Risk and Compliance staff.
  • Ensure strategic development of all NRC South Sudan Support functions; responsible for strategic development projects and pro-actively planning and feeding into country wide strategies and plans, working closely with senior management and programmes to ensure Support functions proactively meets the needs of the programme.

Risk and Compliance

  • In coordination with the Country Director and the Health, Safety and Access Manager, ensure NRC South Sudan meets all risk and compliance requirements in all support functions.
  • Ensure mandatory compliance checks are performed monthly and recommendations for Support Unit are followed up.

  • Minimum 4 years’ experience from a senior management position in a humanitarian/ recovery context
  • Experience in working in complex and volatile contexts
  • Experience in coordinate internal and external audits and managing investigations
  • Allocation of resources and costs expertise
  • Documented results related to the position’s responsibilities
  • Strong financial planning and management skills

Context/Specific skills, knowledge and experience:

  • Experience working in or knowledge of the South Sudan context
  • Experience managing humanitarian operations remotely
  • Works well under pressure and able to mobilize and lead teams across all departments efficiently
  • Knowledge of Arabic is advantage

Additional Information:

Position: Head of Support

Grade: 11

Reports to: Country Director

Supervision of: Human Resources Manager, Logistics Manager, Finance Manager, Risk and Compliance staff

Duty station: Juba, South Sudan

Travel: 30%

Duration and type of contract: Fixed term for 12 months with possibility for extension
