Danish Refugee Council one of the world’s leading humanitarian INGOs is currently looking for highly qualified Head of Support Services position in Turkey.

The Head of Support Services oversees all support departments i.e. Finance, HR and Supply Chain and contributes to the development of country strategies. The role closely engages with HQ and Middle East Regional Office for coordination and technical support to the country teams.

Reporting to the Country Director and being part of the Senior Management Team (SMT); this role is based in Hatay, Turkey with a focus on compliance to DRC policies and procedures as well as external regulation in Turkey across DRC operations.

About the job

Your main duties and responsibilities will be:

Senior Management

• Being core member of Senior Management Team (SMT) - play a key role in strategic prioritization and decisions making process in close collaboration with other Senior Managers and Country Director.

• Manage, deliver and report on support services in line with the program prioritization.

• Establish high performing support teams ensuring high-quality collaboration and support functions are maintained.

• Responsible for the strategic development, management and implementation of the support operations.

• Directly responsible for ensuring that the DRC Program operates in accordance with DRC’s support function guidelines as per DRC operations handbook.

• Develop strategic approaches to ensure high level of legal compliance is ensured throughout country operations.

Operational Management

• Support the Country Director and the Senior Management Team (SMT) in liaising with donors and authorities, especially as relates to issues of financial reporting, compliance, registration and audits.

• Oversee the operational support units for the country by providing strategic leadership and technical support to the areas under his/her supervision

• Supervision, audits and controlling and implementation of corrective actions related to DRC’s operational standards within support area.

• Develop and improve compliance and internal control systems across support functions.

• Work to build the capacity of the operational support staff throughout the operation though frequent in service training sessions and mentoring support.

• Ensure regular monitoring of partners grants through detail scrutiny of financial reports and ensure compliance.

• Provide technical support to partners and DRC staff in support functions i.e. Financial Reporting, Budgeting to improve quality of operations and compliance.

Budget Management

• Ensure that the Country Master Budget is updated on a regular basis and is used to adequately prepare project proposals or cost cutting measures.

• Develop country office support services budget including staff costs for all donor project proposals and track spending on regular basis to ensure budget is used according to plan.

Risk Management

• Develop a risk management strategy for the financial, legal, operational risks through strong control systems.

• Lead on developing strategies to financial management of Partners grants. Identify risks and mitigation strategies related to partnership programs.

• Lead Partners and DRC’s internal audits – develop capacity building plans to improve.

DRC Dynamics (ERP)

• Develop strategic planning to ensure increased level of systematic learning and development of staff in regard to ERP functionalities.

• Apply reports and data analytics from DRC Dynamics to improve overall performance

Coordination and Reporting

• Liaise closely with HQ (Financial Controller, Program and Operations Coordinator, Supply Chain leads) and Regional Head of Support Services to set prioritization and expectations on regular bases.

About you

To be successful in this role we expect you to posses the following:

Required

• Master's degree in political science, international development, economics or other relevant field

• At least 7 years' experience in managing support function with a focus on Financial Management

• At least 4 years' experience with people management

• Experience in a similar role in an international NGO preferably in Middle East context with key institutional donors i.e. ECHO, GIZ, BPRM, KFW, DANIDA, USAID

• Proven leadership skills and a competence in people management

• Proven operational management experience and capability, including in conflict areas

• Proven significant financial, information and systems management experience

• Strong hold on budgeting, financial analysis and management

• Proven and successful record of financial audit management

• Significant experience in procurement and tender processes

• Understanding of the contexts and sensitive to the cultural dynamics

• Experience in capacity building of national colleagues as well as partners

• Experience working in an ERP system

• Fluency in spoken and written English required

Desirable

• Turkish and/or Arabic language skills preferred
