Context

NRC opened its country office in the DR Congo in 2001, providing humanitarian assistance to affected populations in one of the most complex and longest running humanitarian crisis in the world. Currently, NRC has three Area Offices covering programmes in Tanganyika, North Kivu and Ituri provinces, with field offices ensuring staff can reach people in need in some of the most remote and hard to reach areas of the country. Role and responsibilities

The purpose of the Head of Support position is to ensure that all support functions are providing high quality and efficient support for programme implementation.

  1. Line management for support managers of Finance, HR, Admin and Logistics and ICT
  2. Member of the Country Management Group (CMG)
  3. Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
  4. Facilitate the support function`s strategic input to the development of the Country Strategy and Plan of Action
  5. Accountable to ensure quality support to project implementation
  6. Facilitate the establishment and monitoring of master support budget, country level budgets and the Budget Programme Overview (BPO), including assessment and monitoring of costs and resource allocation
  7. Responsible for the strategic development of country structures, related technical systems, human resource capacity and allocation
  8. Accountable for the development of new and updated country specific technical SOPs, guidelines and tools related to programme support.
  9. Provide input on operational support in proposal development, coordinate and align operational support with programme plans

Specific responsibilities

  • Contribute actively to strategic and key operational matters in budget management, logistics, and human resource management
  • Provide input regarding operational support to country strategy and contingency plan
  • Lead NRC internal policy and procedure development and reviews and contribute to strategic planning processes, including the development of efficient systems to achieve set objectives in the country
  • Ensure quality procurement and recruitment
  • Ensure organisational learning related to programme support, including technical capacity building
  • Implement regular follow ups with the support departments and staff in all geographical areas of the DRC
  • Cooperate with the Head of Programme (HOP) to ensure the quality control of proposals, budgets, and reports to donors and to local authorities
  • Support the Country Director with operational and support aspects enabling the effective implementation of projects in the country
  • Keep the Country Director informed about all support department issues of relevance to the overall management and coordination of the country programme
  • Prepare and control the quality of required reports to the Country Director, Regional Programme Director, NRC HQ (incl. monthly, triannual, and annual programme reports)
  • Ensure optimal use of human resources in the support department, incl. promotion of teamwork and team spirit, and ensure adequate development of staff
  • Undertake any other duties assigned by the CD as required

Requirements

  • Minimum 6 years of relevant experience from a senior management position in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Expertise in allocation of resources and costs
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and French, both written and verbal

Context/Specific skills, knowledge, and experience:

  • Ability to work under pressure and deliver on multiple and diverse priorities
  • Good understanding of field challenges
  • Solution-oriented attitude
  • Work experience in DRC and/or the Great Lakes is an asset
  • Strong technical knowledge of NRC procedures on finance, logistics and HR
