We are looking for an efficient, resourceful, organised, reliable Head of Programs IDMC with solid background in program management, research and risk analysis; able to manage multi-donor programs and with strong analytical skills to support IDMC’s programmatic work in NRC to be based in Geneva, Switzerland.

What you will do

Reporting to the IDMC Director, the Head of Programs will provide coordination and oversight to IDMC’s programmatic work, which covers global monitoring and reporting of internal displacement, thematic research, and data management and analysis, including risk analysis.

Some of your day-to-day tasks will include;

  • Coordination and program management:

  • Oversee the work of the three programmatic hubs and ensure alignment, communication and prioritisation of deliverables across teams.

  • Manage the performance of hub and special projects managers, including guiding them in prioritisation, work planning, performance reviews and reporting.
  • Lead on establishing an organisational culture in the programs department that reflects the values of IDMC, including excellence, innovation and transparency.
  • Strive towards continuously increasing the diversity and multi-disciplinarity of the team, combining different technical skills and backgrounds to enhance lateral thinking in the team and enable broader support to partners and countries.
  • Provide oversight to the build-up of new regional teams within the monitoring hub, the consolidation and expansion of the research hub, and the evolution of the new information management and analysis hub.
  • Oversee budget planning processes and expenditure tracking, and timely reporting to donors and partners.

  • Strategic planning and setting priorities for IDMC’s programmatic work in line with the 2030 strategy:

  • Ensure continuous relevance and timeliness of IDMC’s reporting and analysis for high impact in key regional and global policy processes, enhanced visibility (of the topic and of IDMC) among partners and donors, and informed operations and planning at national level.

  • Continuously develop and improve IDMC’s global and regional monitoring and reporting on internal displacement.
  • Ensure the implementation of an innovative agenda for policy, research and analysis that brings together IDMC’s different areas of expertise.
  • Oversee the implementation of special projects, such as the EU-funded consortium *Pacific Response to Disaster Displacement**.*
  • Oversee further development of the progress monitoring initiative, including the IDI, and coordinate the initial phases of IDMC’s new global repository of good practices initiatives, overseeing research and development of options papers and a prototype platform.
  • Support the implementation of pillar 2 of IDMC’s 2030 strategy under the leadership of the Director’s office.

  • Technical excellence, quality assurance and programmatic coherence in the implementation of IDMC’s 2030 strategy:

  • Ensure high quality in global monitoring and reporting by developing clear criteria and standards, and overseeing robust internal processes for quality assurance in the global monitoring hub.

  • Oversee and support the development of IDMC’s strategy on assessing displacement risk, particularly for sudden- and slow-onset disaster displacement risk.
  • Guide and contribute to the timely production of IDMC research reports and analytical products, including the flagship GRID, regional reports, country profiles, thematic and methodological papers, policy briefs, opinion pieces and blogs.
  • Ensure intra- and cross-departmental coherence by facilitating cross-department project planning and management, learning and information exchange.

  • Partnerships, visibility and fundraising:

  • Represent IDMC at the senior level and act as technical lead of the organisation on all key programmatic issues.

  • Support the development of more spokespeople from within the programs teams to ensure IDMC becomes the “voice of excellence” on the topic of internal displacement.
  • Strengthen existing partnerships and identify opportunities for new partnerships to increase IDMC’s collaborative network.
  • Identify opportunities for new funding and contributions from partners to broaden IDMC’s resource base and support continuous growth.
  • Coordinate inputs and contribute to grant proposals in coordination with the External Relations department.
  • Support the Director and her office as required, particularly on external engagement and for strategic oversight.

What you will bring

  • At least 8 years’ experience managing multi-donor and multi-annual programs and budgets
  • Proven experience leading multidisciplinary teams of technical experts, policy analysts and/or researchers.
  • Solid experience working in the field of forced displacement or migration.
  • Masters degree or above in Politics, Economics, Public Policy, Migration and Displacement studies, or other relevant field.
  • Proven ability to develop and implement solid institutional and organisational strategies, to design and manage multi-annual workplans and budgets, and to effectively coordinate grant proposal development and donor reporting.
  • Proven track record producing high quality publications.
  • Outstanding communication, representation and inter-personal skills.
  • Outstanding English writing skills.
  • Knowledge of other languages (French, Spanish or Arabic) a definite advantage.
