Lead and improve program quality and support operations in NRC Moldova.

You have:

• Minimum 4 years’ experience from a senior grant management position, with responsibility for programme, in a humanitarian/recovery context
• Experience of working on, coordinating or leading consortia or other forms of partnership implementation
• Experience in M&E systems and approaches, and accountability mechanisms and frameworks
• Experience from working in complex and volatile contexts

What we are looking for:

The Norwegian Refugee Council (NRC) – Moldova is looking for you to take on the role of Head of Programme Support Unit.

In this position, you will play a vital role in ensuring programme quality and support across NRC Moldova’s operations. You’ll lead the development and ongoing refinement of the grants and partnerships portfolio and serve as the focal point for project cycle management (PCM) compliance. A core part of your responsibilities will include overseeing grants, managing partnerships, and strengthening monitoring, evaluation, and learning (MEL) systems to ensure a strong and effective country programme.

What you will do:

Some of your generic responsibilities include;

1. Line management and staff development
2. Support in the development of a multi-year funding strategy, programme forecasts and identify funding opportunities, taking account of changing donor priorities
3. Accountable for compliance in relation to grant management and project cycle management processes, as delegated from Head of Programme
4. Manage the development of submissions to donors, including project proposals and coordinate input for reporting to donors.
5. Responsible for quality control of donor applications and reports
6. Responsible for the management of consortia of which NRC is the lead agency, and in development of any consortia applications, line management of any consortia staff.
7. Manage the MEL team to ensure a robust M&E system is in place, including an appropriate beneficiary feedback mechanism. Regular monitoring and data collections should be analysed and factored into future programme design and development
8. Ensure all programme staff are trained in NRC’s project cycle management
9. Compliance and adherence to NRC policies, guidance and procedures

Some of your specific responsibilities include;

Optional due to the context and programme in the country

1. Support to the Partnerships Unit on delivering the Partnerships Strategy roll-out and ensuring ongoing quality of partnership management
2. Contribute to a culture of evidence and learning, including oversight of the Country Office Evidence and Learning Plan, in close collaboration with the relevant core competency leads and MEL team.
3. Ongoing dedicated capacity-building support to national staff as part of a defined nationalization plan.

What we offer:

• Duty station: Chisinau, Republic of Moldova.
• Contract: 12 months.
• Travel: 10%.
• Salary/benefits: grade 10 on NRC’s International salary scale, with accompanying terms and conditions.
