Background

NRC set-up a joint Country Office in Niger & Burkina Faso in July 2019 and is now looking to split the portfolio into two country offices.

Burkina Faso has experienced a deteriorating humanitarian crisis since 2018, where armed violence and insecurity triggered massive population displacement and worsened the living conditions of some of the country’s most vulnerable communities. Since September 2018, there has been a dramatic increase in militant attacks in Burkina Faso, now affecting 11 of the 13 regions. Over the past three years the number of incidents attributed to armed Groups in Burkina Faso have overtaken those in neighboring Mali. Most have been registered in Sahel, Est, Nord and Boucle du Mouhoun regions, but these trends continue to spread toward the west and south. NRC has recently conducted a scoping mission and is looking to expand its programming into new areas affected by the crisis.

This Head of Programmes position would be to consolidate and expand the country programme Burkina Faso and to identify and attract the requisite funding to consolidate NRC’s capacity and reputation as a quality operational humanitarian organisation. NRC has developed a Sahel regional response approach, in conjunction with the solid programmatic presence in Mali and Niger. Considering the interlinked crisis dynamics and similarity in potential response strategies, it will be important to create operational synergies.

The role and responsibilities

  1. Responsible for the development of the funding strategy in line with the country strategy and programme development needs.
  2. Support the program teams on the development of concept notes, project proposals, and budget development for scale-up and post emergency activities ensuring plans are in line with the country strategy and NRC policies.
  3. In conjunction with the Country Director, liaise with donors on new funding and operational areas of programming, and for all grant management and reporting requirements.
  4. Ensure NRC’s MEAL data collection systems are in place and information is properly stored and analysed and reported (e.g. GORS).
  5. Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies, as relevant and appropriate
  6. Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses as relevant and appropriate.
  7. Line management for Core Competence Specialists
  8. Compliance with and adherence to NRC policies, guidance and procedures
  9. Development of Core Competency strategies that are aligned to regional and global priorities and strategies
  10. Development of holistic and needs based programmes, including cash-based interventions and marked based programmes as relevant and appropriate.
  11. Identify funding opportunities, develop funding strategies and forecasts
  12. Grants management, BPO allocations and reporting to donors, including compliance with donor standards
  13. Quality control, M&E and organizational learning
  14. In-country representation as delegated by the CD
  15. Promote the rights of IDPs/returnees in line with the advocacy strategy

In addition, preferably you have:

  • Minimum 4 years’ experience from a senior management position in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Core competency expertise
  • Knowledge of cash-based interventions and market-based programmes
  • Knowledge of and experience of working in the Sahel Region
  • Experience of working in a neglected or forgotten crisis (with little or no media attention)
  • Experience with start-up, exit or similar
  • Documented success of achieving significant donor funding in a start-up country
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in French and English, both written and verbal
  • Valid driver’s license
