Background

The Global Finance (GF) section is responsible for the development and operationalization of the Centre of Excellence for Financial management and processes in NRC. The section is as such to ensure that NRC delivers high quality, effective and accountable financial management in line with policies, strategies, donor requirements, national legislation, systems, handbooks and guidelines. The section is developing and maintaining the overarching financial strategies for NRC, maintain an overall financial monitoring and analytical function and provide relevant financial advice to the Secretary General and Senior Management Group on internal and external trends and issues. The section is also responsible to run and coordinate the NRC annual budgeting process across departments, has the overall responsibility for coordination of all audits of NRC, and is responsible for conducting regular compliance checks and recommend corrective action across the organisation.

The section has four units:

  1. Policy and Control Operations Unit
  2. Policy and Control Structures Unit
  3. Global Finance and Accounting Unit
  4. Global payroll services

The two Policy and Control units’ heads are both accountable for the continuous development of NRC’s financial procedures and guidance across NRC in line with all stakeholders’ rules and regulations. The two positions are also accountable for monitoring the financial control regime and its functionality across all departments (specifically Field Operations with its regions and Partnerships and Policy’s Representation offices) through communication, analysis and compliance checks, and to recommend corrective action if needed. The responsibility for the unit’s adherence to external and NRC policies, guidance, and procedures and for the development, follow up and reporting on action plans and budgets according to overall NRC strategic direction, lies with the heads of the Policy and Control units.

The Policy and Control Structures Unit will cover Head Office, Representative offices and external relations processes. The Policy and Control Operations Unit mainly liaison with and follows-up regional and country operations.

We are now recruiting a Head of the Policy and Control Structures Unit. This is a new position in NRC.

Responsibilities for the Head of the Policy and Control Structures Unit

  1. Policies, strategies and guiding documents related to Head office and representation offices:

Accountable for the development of policies and strategies related to financial management, budgeting, risk management and funds management

Accountable for the development of the financial handbook and related guiding documents and checklists to reflect the requirements of and demands from the organisation.

  1. Compliance, control and audit:

Accountable for the monitoring financial compliance in line with NRC’ Financial handbook and relevant guidelines.

Accountable for the facilitation of global donor audits across the organisation and support to donors conducting this on a regular or ad-hoc basis.

Responsible for financial issues in Due Diligences, Evaluations etc.

  1. Budgeting and forecasting

Accountable for developing the annual NRC Budgeting and Planning instructions for Country, Regional and Representation Offices.

Accountable for the income forecasting process, including development of tools and guidelines, running the process with the regional offices and preparing reporting package to the board and senior management.

  1. Negotiation, representation and networking:

Accountable for the representation of NRC at technical negotiations with donors related to financial systems, procedures and tools.

Responsible for the networking and representation of NRC at global technical level ensuring NRC’s access to global debates related to financial management and accountability.

  1. Data analysis, monitoring and reporting related to head office and representation offices:

Accountable for the activation of procedures to obtain approval/rejection of context specific deviations.

Accountable for providing analysis of financial data and development of recommendations to senior management.

  1. Alignment and coordination related to head office and representation offices:

Accountable for reporting on deviations from established policy and procedures, and to recommend corrective actions.

Participate in and contribute to achievements of working and steering groups throughout the organization.

Active contribution to increased integration and coordination efforts between NRC functions at all levels of the organization

  1. Learning and information sharing:

Accountable for the integration and institutionalization of learning into policies, strategies, handbooks and guidelines, including learning points from audits.

Accountable for the promotion of best practices and learning related to financial management systems, procedures and tools.

Contribute to the internal communication, technical exchange and information sharing on learning and best practices.

Qualifications

  • Professional knowledge and experience with Excel and ERP-systems, preferable Unit 4 Agresso.
  • In-depth knowledge of financial statements and financial statement analysis.
  • Comprehensive educational background and working knowledge of concepts, practices and procedures in relation to accounting, financial controls, procedures and financial information systems.
  • Experience working with and in-depth knowledge of financial donor rules and regulations, especially ECHO, USAID/BPRM, NMFA and SIDA (etc) , and experience with handling and coordination of large donor audits.
  • Experience working on establishing financial procedures and internal control systems for a large organisation/company.
  • Strong experience in presenting and facilitating financial training programmes, and an ability to present complex information to a variety of audiences.
  • Ideally minimum 5 years of relevant Manager experience within financial management
  • Strong numeracy and analytical skills.
  • Relevant experience within the humanitarian field is an advantage.
  • Fluency in English, both written and verbal.
  • Knowledge of French, Spanish and/or Arabic is an advantage.
