Org. Setting and Reporting This position is located in the Office of the the Deputy Special Representative of the Secretary-General, Resident Coordinator, Humanitarian Coordinator (DSRSG/RC/HC) of MONUSCO in the Democratic Republic of Congo. The incumbent will report directly to the DSRSG/RC/HC.

Responsibilities Within delegation of authority, the incumbent will be responsible for the following duties:

  • Formulates and implements the substantive work programme of the Integrated Office. Oversees the management of activities undertaken by the Branch/Service/Division, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Mission, and with the United Nations Country Team and with other partners and organizations, as appropriate.
  • Serves as the Head of the Integrated Office to the DSRSG/RC/HC. The incumbent supports the DSRSG/RC/HC's leadership role in (i) ensuring an integrated approach between MONUSCO and Agencies, Funds and Programmes; (ii) coordinating relevant UN common system's activities notably in the areas of transition, stabilization and elections, ensuring that these efforts draw upon the combined resources of MONUSCO and the UNCT, and working in close collaboration with the Government of the DRC.
  • Supports a collaborative and joined-up approach between the Integrated Office, the Resident Coordinator’s Office and OCHA, in support of the three functions of the DSRSG/RC/HC.
  • Is responsible for backstopping the work of the DSRSG/RC/HC, operationalizing a strong partnership between MONUSCO and the UNCT, and for providing technical and strategic advice to the MONUSCO sections entities that report to the DSRSG/RC/HC (e.g. Stabilization, Justice Support, Corrections).
  • Acts as officer-in-charge for the DSRSG position during the latter's absences from the Mission and participates in relevant meetings.
  • Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, the General Assembly, the Security Council and other policy-making organs, as appropriate.
  • Reports to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
  • Ensures that the outputs produced by the Pillar maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
  • Assists the DSRSG/RC/HC in preparing the work programme of the Pillar, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
  • Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Pillar, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
  • Recruits staff, taking due account of geographical and gender balance.
  • Manages, guides, develops and trains staff under his/her supervision.
  • Fosters teamwork and communication among staff in the Pillar and across organizational boundaries.
  • Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars.
  • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions.
  • Represents the mission at international, regional or national meetings. Performs other duties as assigned.

Education Advanced university degree (Master’s degree or equivalent) in business or public administration, international law, political affairs, social sciences or related area is required., A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of fifteen years of work experience of progressively responsible experience in economic development, political, civil or humanitarian affairs, public administration, or programme management at the international level is required.

Extensive experience in outreach, facilitation, analysis, advice and reporting is required.

Experience in coordinating inter-agency processes within the UN system or other large international organization, as well as experience working with the mandates of peace and security, human rights, humanitarian, and development entities is required.

At least five years of experience in the management and coordination of multi-disciplinary teams is desirable.

At least five years of experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) - or similar international organization or non-governmental organization - in a conflict or post-conflict setting is required.

Experience in conflict, post-conflict, crisis or emergency response is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French is required. Knowledge of another official United Nations language is an advantage.
