OBJECTIVES OF THE PROGRAMME

The Division of Country Support, Emergency Preparedness and Response (CSE) supports the coordination of the efforts of multiple sectors of the government and partners - including bi- and multilaterals, funds and foundations, civil society organizations and the private sector - to attain health objectives and national health policies and strategies.This includes helping Member States to manage and respond to the health needs of refugees and migrants, with a focus on access to health services and on preparedness for refugee and migrant influxes. The Division houses the WHO Health Emergencies Programme (WHE) that provides technical guidance and operational support to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. WHE assists countries to contain and mitigate the risk of high-threat diseases and infectious hazards; to detect and assess emergency health threats and inform public health decision-making; and to respond rapidly and effectively to emergencies under a coordinated Incident Management System. It ensures WHO's work in emergencies is effectively managed, sustainably financed, adequately staffed and operationally ready to fulfil its mission. Its hub-and-spoke structure ensures country-specific and inter-country activities in priority countries.

The European Centre for Preparedness for Humanitarian and Health Emergencies (PHHE) aims at strengthening WHO/EURO Member States' capacities in preparedness for humanitarian and health emergencies through innovative, collaborative and sustainable approaches to capacity building, including through the development and implementation of training opportunities in emergency and disaster risk reduction, the provision of tailored country support in sustainable capacity building, and the facilitation of access to capacity building resources in the Region.

DESCRIPTION OF DUTIES

To provide managerial oversight and scientific leadership in the development and implementation of activities of the European Centre for Preparedness for Humanitarian and Health Emergencies (PHHE) within the limits of the authority delegated by the Director, Division of Country Support and EmergenciesUnder the leadership, guidance and supervision of the Director of CSE, the incumbent will assume the following responsibilities and achieve the following objectives:

A. Core responsibilities of technical nature:

(i) Ensures that all aspects of work of WHO/PHHE are at highest strategic, scientific and managerial standards and in accordance with WHO general rules and procedures, contributing to the WHO normative function;

(ii) In coordination with WHE, leads and coordinates the provision of the workplan aimed at supporting Member States in strengthening their capacities in preparedness for humanitarian and health emergencies through innovative, collaborative and sustainable approaches, including research, towards building capacities and skills for emergency and disaster risk reduction;

(iii) Leads and inspires the WHO/PHHE center towards achieving the relevant Divisions and Organizations Programme Budget deliverables in a timely manner and to a high-quality standard, in accordance with both country and inter-country work plans and through the organizational arrangements set by the Divisional Director;

(iv) Ensures high quality scientific, strategic and communication products of the WHO/PHHE in line with the biennial workplan the European Programme of Work;

(v) Within the technical area provides the vision and takes the lead on innovative approaches to programme delivery within the European Region;

(vi) Supports and showcases the work of the CSE division reaching out to and working with other sectors, facilitating multisectoral engagement and partnerships for sustainable capacity building for humanitarian and health emergency preparedness and management.

(vii) Represents WHO/PHHE towards the host country, donors, partners and Member States.

B. Core responsibilities of managerial nature:

(i) Provides leadership and managerial oversight to the work of WHO/PHHE, effectively managing the human and financial resources available and assigned to WHO/PHHE;

(ii) Act as the first level supervisor for assigned staff (monitoring performance through reporting and evaluation, monitoring of workload, coordination within the division regarding travel, holidays, funds availability);

(iii) Is responsible for the planning and allocation of resources within country and intercountry work plans in consultation and coordination with the Director of the Division;

(iv) Mobilizes resources to efficiently deliver services/products and develops activities at country and inter-country level within the relevant Programme Area budget envelopes.

(v) Within the general framework of the WHO/EURO resources mobilization plan, s/he identifies opportunities for funding of WHO/PHHE programmes and supervises preparation of funding application documents.

(vi) To ensure accountability, and manage material, human and financial resources. S/he ensures high quality strategic and technical support to Member States including communication products of the WHO/PHHE.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Master`s level) in Health, Management or Social Sciences.

Desirable: Postgraduate degree in one of the above fields and/or a combination of training and experience in health emergency management.

Experience

Essential: At least 15 years of progressively responsible experience at national and international levels in humanitarian and health emergencies. Demonstrated experience in positions that required strong leadership of highly-skilled professional, multisectoral teams that address preparedness for humanitarian and health emergencies or internationally legally binding instruments such the IHR (2015). At least five years of demonstrated experience in management of teams and budgets of more than 2 million USD/year. Demonstrated experience in fund raising and implementation of grants of public health and/or health security projects.

Desirable: Relevant work experience at the senior level within the World Health Organization or other UN agencies in the area of humanitarian and health emergencies.

Skills

Demonstrated extensive technical knowledge, and operational skills, combined with knowledge of UN, interagency humanitarian systems and process.Demonstrated skills in modern management methods (performance measurement, design and operation of modern management information systems, planning and evaluation, etc.). Demonstrated scientific and technical knowledge on the full health emergencies cycle;Excellent written and oral communication skills;Diplomacy, tact and discretion.Emotional awareness; Ability to identify and harness one's emotions and apply them to tasks; and the ability to manage emotions, which includes both regulating one's own emotions when necessary and helping others to do the same.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 100,800 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2125 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
