You have:
- Bachelor Degree or Master in Logistics or Supply Chain Management or equivalent.
- At least 3 years of experience in Logistics in field-based setting or 5 years in international organizations.
- Extensive knowledge of humanitarian coordination mechanisms.
- Professional experience in logistics, implementation and monitoring, budget and team management.
- Fluency in English, Ukrainian and Russian are a plus.
- Excellent reporting, time management, communication, and capacity-building skills.

As the Russian invasion of Ukraine continues, millions of Ukrainian remain internally displaced in their country, while the ongoing hostilities continue to fuel a wide range of humanitarian needs and 14.5 million Ukrainian are considered as in need of assistance by the United Nations.
ACF has deployed a comprehensive multi-sectorial strategy through direct implementation and partnership, from humanitarian response to recovery. Core activities include Food Security & Livelihoods (distribution of food vouchers, cash assistance and support to small businesses), Mental Health & Care Practices (psychosocial support, psychoeducation, distress stabilization), WASH (rehabilitation of water networks, Collective Centers and medico-social institutions) as well as Health & Nutrition (support to Primary Health Care Centres and Mobile Health Units).
ACF currently intervenes in the East of Ukraine (Dnipro, Donetsk, Kharkiv, Sumy and Zapporizhzhia Oblasts), from a coordination base in Kyiv and two operational bases in Dnipro and Kharkiv.
We are looking for a Head of Logistics Department based in Kyiv, to manage the Logistic Department of Ukraine Country office and ensure the supply chain, general services and ICT sectors are working and delivering well while respecting ACF standards and policies.
Votre poste et vos responsabilités
Under the supervision of the Country Director, your role will be to ensure the logistical performance of the Country Office and coordinate its implementation to provide the best support to the programmes.
More specifically, your missions will be to :
Contribute to the definition of the country office's strategy
Coordinate logistics at national level
Manage international transport in collaboration with the HQ
Ensure the relevance and monitor the implementation of the country office's safety policy, contribute to the implementation of the Country Office safety policy
Promote and ensure collaboration and logistical coordination with the Country Office partners
Prevent and manage situations of fraud and corruption
Supervise and support the Logistics team in the capital and be the functional manager of the Logistics Manager on bases
You will be responsible for the management of a total of 15 people (direct management of 4 people in coordination : Deputy Logistic HoD - Supply, IT and General Officer and also technical management for the Logistics Manager and Base Logistician in field offices).
Priorities when taking up the position will be to :
Strengthen the internal coordination (programs / finances / field offices), the supply chain with a main focus on procurement and importation processes
Upgrade the logistic involvement in the partnership management
Keep and upgrade the IT and energy set up and services

Votre profil
You hold a Bachelor Degree or Master in Logistics, Supply Chain Management or similar level qualification, with at least 3 years of experience in Logistics in field-based setting (where programs are implemented), or 5 years in international organizations. Ideally, you have already worked with ACF.
You have extensive knowledge and understanding of humanitarian coordination mechanism, using participatory tools and methodologies for assessment, implementation. You have professional experience in logistics, implementation and monitoring, in budget and team management (supervision, delegation, motivation, addressing conflicts), including experience in conflict-affected/difficult security context settings.
Autonomous and organized, you have excellent reporting, time management, communication and capacity-building skills, and the ability to set priorities, make decision and work under pressure. You also have excellent capacity on use of computerized system/programs (Word, Excel, Outlook, and technical programs).
You speak and write English fluently. Ukrainian/Russian are a plus.
Vos conditions d’emploi
Fixed term contract under French legislation: 6 months until 31/08/2025
Monthly gross salary from 2597 to 2968 € upon experience, including 13th month
Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
Annual salary increase: 6% increase after and each 12 months of continuous contract
Monthly per diem and living allowance: 838€ net, field paid
Monthly country allowance: 450€
Cold allowance: Reimbursement for the purchase of winter equipment for a maximum of 380€ per person per year in severe cold contexts
Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
Transportation and accommodation: Coverage of transportation costs and guest house
Medical coverage: ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses (as well as your dependents if you have a family post), and up to 1 month after the end of your contract.
Salary sustainment measures (sickness, paternity, maternity)
Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period
