Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Tanzania, Uganda, Ethiopia, Haiti and Somalia. Action Against Hunger-USA has over $75 million in programs, and approximately 1700 staff based in in the various country offices, Head Quarter in New York City and Operational Centre in Nairobi. Additional growth is anticipated. In Haiti, Action Against Hunger-USA works into 5 provinces and is looking at expending.

I. Summary of position

As the most senior member of the Logistics Department, Head of Logistics will be responsible for developing, managing and guiding on logistics related activities in the Action Against Hunger country office

The Head of Logistics provides technical logistics support, advisory and follow-up to the Action against Hunger logistics teams and select stakeholders within the organization.

The Head of Logistics

Purpose: Acts as the Logistics expert, providing professional logistics advice to keystakeholders in the areas of supply chain management, audit and compliance, asset and fleet management, record keeping and data management. Identifies operational challenges that affect the effectiveness and integrity of resource management. Applies professional logistics concepts, standards and best practices from within the non-profit and other sectors in support of high quality program delivery at country level.

Engagement: Collaborates with key stakeholders providing substantive input to thedevelopment of logistics strategies, processes, work plans, direct technical support and capacity development solutions in line with the needs of Action Against Hunger-Country office.

Delivery: Assesses effectiveness of the logistics components of programs, systems andprocedures, providing analytical work that is effectively organized and delivered within Action Against Hunger established tools and procedures. Interacts with program teams to facilitate assessment of logistics needs and design tools/systems and logistics solutions that meet country office context.

Summary of Position

To deliver and implement strategic management of all the logistics aspects of the mission. Design and align all logistics policies and procedures and lead in coordinating all logistics activities at mission level and for the provision of proper support to programs.

Key activities in your role will include:

· Develop and maintain an updated logistics strategy for the Country office

· Be overall custodian of all warehouses and institute best practices in managing and tracking movement of inventory in and out of the warehouses.

· Lead the process of developing (and/or) implementing Action Against Hunger standards which govern key logistics functions.

· Participate in program development processes to ensure that the country office adequately addresses logistics priorities in program designs, forecasts logistics needs, and program designs/budgets are premised on concrete/updated data/assumptions (especially updated price forecasts)

· Lead the process of developing and executing annual logistics plans, which enable the country office to effectively execute and realize its core strategic priorities. These plans will include: procurement, fleet management, IT, facilities management and security plans.

· Avail logistics data to other departments to facilitate the establishment of the country strategy.

· Develop and update fleet management guidelines, train staff on managing rented and organizational vehicles and institute best practices in tracking their movement on a monthly basis.

· In collaboration with the Operations Director and Regional IT Specialist, develop guidelines and protocols for the ICT Manager to ensure a robust IT environment. In addition, develop protocols for managing equipment and inventory in the country mission.

· Conduct monthly analysis of data, do trend analysis, initiate corrective measures (if needed) and report on the progress of all logistics priorities.

· Partner with HR to ensure that Action Against Hunger Country office attracts and develops a highly productive team of logistics professionals

· Coordinates staff capacity development and performance management processes

· Promotes performance management by ensuring that clear objectives for all logistics team and ensure that objectives are reviewed through constructive feedback and appraisals and training plan

Requirements

Do you meet the Profile Criteria?

· French and English are the working languages in Haiti, sounds understanding of both is necessary for this position. Knowledge of Creole would be an asset.

· Advanced university degree in Logistics, business or other related fields (professional qualifications in logistics management is preferred)

· At least 5 years of senior-level professional experience in a similar role, preferably international experience.

· Extensive experience in developing and executing logistics and security strategies.

· Solid experience managing complex logistics operations (including multiple projects, locations and diverse budgets and teams)

· Extensive understanding of logistics standards used by key donors (i.e., ECHO,SIDA, WFP, SHF GFFO, Multilateral donors-Brooke hood institutions)

· Excellent analytical, team management and communication skills.

· Extensive humanitarian/development industry experience

· Willingness to deploy into bases for weeks affected by large scale security situation

· Experience in developing, reviewing, piloting, and adapting Standard Operating Procedures in medium to complex humanitarian contexts

· A strong ability to analyse strategic Safety and Security trends and develop appropriate plans and responses

· Significant experience in security response, including demonstrated experience working with diverse field teams and being able to move to field locations to realize the same

· Strong interpersonal skills with ability to initiate good team understanding and people management

· Able to work effectively in a multi-sectoral organization requiring strong communication, planning & organization skills.
