STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Environmental Science, Social Sciences or other fields relevant to international development assistance and 5 years of related work experience. Language: Fluency (level C) in written and spoken English and Turkish languages, Arabic is an asset. Residency Status: Candidates are required to be Turkish nationals.

ORGANIZATIONAL CONTEXT

These roles are found in the Area/Field Offices. Job holders typically report to the Country/Deputy Country Director.

JOB PURPOSE

This position is based in Istanbul, where the incumbent will lead and manage a WFP Area Office to ensure the effective and efficient management of human and financial resources and delivery of WFP programs and activities. A large emphasis is placed upon building and maintaining relationships with local governments, UN agencies and other partners in the area to reinforce WFP’s visibility. This office is also responsible for the Izmir Field office.

KEY ACCOUNTABILITIES (not all-inclusive)

1.Establish and maintain partnerships with private sector actors to identify opportunities for collaborative approaches and scalable initiatives in line with WFP’s livelihood portfolio and in coordination with ACT 4 Lead and Head of Programme/ Deputy Country Director in Ankara. 2.Effectively manage the Istanbul Area Office and provide regular support to Izmir Field Office to ensure the continued development of a cohesive and high performing team. 3.Plan and manage WFP field operations within the area of assignment to ensure effective and efficient delivery of assistance and that daily operational issues are timely resolved to prevent losses or delays. 4.Ensure that allocated resources are used efficiently and are in line with agreed plans, and any deviations are reported to the Country Office. 5.Hold accountability for the security of WFP staff, operations, premises and assets in the Area Office to ensure that WFP security and safety standards are locally set and followed. Actively participate and contribute to the Area Security Management Team (ASMT). 6.Conduct timely monitoring and evaluation of activities and prepare accurate and comprehensive reports on WFP’s operations and performance with regular and timely submission for Country Office review to inform efficient operational planning and decisions. 7.Build effective and collaborative relations with the local authorities and contribute to the expertise sharing and capacity building for effective preparedness and response to assistance needs. 8.Build partnerships to improve assistance packages, develop and sustain liaison with local government authorities, international and local NGOs, UN agencies, civil societies, beneficiaries and other partners and media engaged in the field of food security. 9.Ensure extensive and frequent presence at project areas, distribution sites and centres. 10.Other as required.

Utilises understanding of WFP structure and delivery model and strong commercial knowledge to effectively develop, manage and control budgets, with frequently limited funding. Diplomacy Applies negotiation, networking and diplomacy skills to develop, nurture and sustain mutually beneficial external partnerships with local government authorities, international and local NGOs, civil societies, UN agencies, donors, beneficiaries and other partners/ media engaged in the field of food security, to improve assistance packages. Collaborates with governments and other partners to identify opportunities for food assistance programmes in-line with WFP’s strategic aims locally, and negotiates the optimal approach to delivery against these.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Has experience working across the Program portfolio including cash assistance;

Has led a programme team and/or a component of a country office programme portfolio in WFP or other organizations;

Has engaged in policy discussions and provided input into policy decisions.

Has strong knowledge of the Turkish Government and institutional context

TERMS AND CONDITIONS

Contract Duration: 1 year (renewable)

Remuneration: A competitive compensation and benefits package is offered. UN Fixed Term Salary is offered on an annual basis starting from TRY 270.761 / Year (gross)

Duty Station: Istanbul/Turkey

Annual Leave Entitlement****: 2.5 work days per month

Maternity Leave: Up to 6 months paid maternity leave
