Head of Inclusion and Empowerment, Norcap

Join us in increasing meaningful participation and empowerment of national authorities, civil society and people at risk due to conflicts and disasters. The Head of Inclusion and Empowerment is a new position in Norcap, a department in Norwegian Refugee Council. The right person is innovative and eager to further develop the new strategy and vision along with the team, keeping abreast of new trends and needs in humanitarian support.

The new role will be responsible for the ongoing projects, as well as developing new initiatives and projects. We are seeking highly qualified candidates with experiences in inclusion, meaningful participation and localization approaches relevant for development and humanitarian contexts, an innovative mind-set, and knowledge of the humanitarian ecosystem.

NORCAP Humanitarian response and resilience section

The Humanitarian response and resilience section is responsible for the strategic development of the department’s humanitarian and resilience efforts. The sections shall ensure rapid and effective crisis response and integrated response programming within geographic portfolios based on humanitarian and geographic analysis. Additionally, the section works thematically and strategically in investing in local and national capacity and enhancing participation of people at risk. Key for the section is to maintain and ensure the quality of the section’s partnerships and projects.

Role and responsibilities

The Head of Inclusion and Empowerment is responsible for the sections’ work related to increasing meaningful participation and empowerment of national authorities, civil society and people at risk.

Responsibilities

  1. Line management and budget responsibilities for relevant teams
  2. Develop, follow up and report on strategy and action plans in line with the thematic teams related to inclusion and Empowerment, and to NORCAP Strategy
  3. Manage, coordinate and allocate resources in relevant teams
  4. Drive and explore relevant fundraising opportunities
  5. Develop effective teams and strengthen cross-sectional collaboration and culture
  6. Ensure compliance with NRC and NORCAP’s policies, procedures and branding and represent NORCAP accordingly.

We are looking for

  • Minimum of 7 years of relevant experience
  • At least a minimum 2 years of relevant Management/Leadership experience
  • Relevant post graduate or professional qualification, or Masters
  • Knowledge and experience of working with HR processes and managing people
  • Experience of working in complex and volatile contexts desirable
  • Experience of working with people in complex environments
