Result of Service The cooperation between the international development community and the Government of Ukraine is based on common interests and shared values, including support for an independent, democratic, and prosperous Ukraine united around a European future and the achievement of Agenda 2030.

Development partners and the GoU share a vision for an increasingly self-reliant Ukraine that has the ability to plan, finance, and implement solutions to its own development challenges. The coordination between development partners and the GoU is based on the principles of partnership and guided by mutual accountability, transparency, sustainability, and policy dialogue. The existing coordination mechanism between the Government of Ukraine and the international development community is the International Technical Assistance (ITA) platform within the Secretariat of the Cabinet of Ministers of Ukraine.

In order to strengthen its engagement the international development community meets regularly in a Heads of Cooperation forum to discuss key development and recovery issues. With the sudden increase of interest and stakeholders active in the development and recovery sphere since February 2022 the members of the Heads of Cooperation Platform have agreed to further systematize their functioning through a revised TOR and a full-time secretariat position to facilitate the work of the Co-Chairs and engagement with the government.

Under the direct supervision of Head of the RCO and the Donor Coordination Advisor of the EUD and overall guidance of HOC Co-Chairs, the IC will be responsible as follows:

1. Secretariat functions: ¿ Support preparation and monitoring of a HOC annual workplan, ¿ Manage a calendar of thematic/sectoral discussions for HOC meetings and key external invited experts. ¿ Ensure timely preparation and holding of HOC meetings. Develop agendas, prepare documents for Co-Chairs and produce meeting minutes. ¿ Maintain the email distribution list of members of the HOC and use it to share relevant information. ¿ Establish and maintain a data repository for HOC members. ¿ Produce mappings, geographical, financial, sectoral and institutional, of the work of Development Partners’ activities in Ukraine.

2. Advisory functions: ¿ Provide technical advisory support to HOC Co-Chairs and members on development partner coordination efforts with the Government. ¿ Substantively contribute to defining strategic directions for HOC engagement and opportunities for joint HOC advocacy. ¿ Advise and provide substantive technical inputs in developing concepts and strategic and analytical documents and materials as requested by HOC. ¿ Contribute to increased development partner coordination and its alignment with national strategies and the budget allocation process. ¿ Produce analysis of effectiveness of recovery and development assistance provided to Ukraine. 3. Partnership functions: ¿ Support in organizing high level meetings with Government to align priorities with strategic recovery objectives. ¿ Provide assistance to the structured mechanism for development partner and government dialogue, particularly during key events such as ITA meetings. ¿ Ensure cooperation, regular contact and dialogue with the Government, HOC members and humanitarian coordination structures and maintain good working relationships. ¿ Promote aligned and joint planning and programming among Development Partners, through exchange of information on planning and programming processes of major support programmes and country strategies. ¿ Support outreach efforts of Co-Chairs to non-traditional development partners and key international actors.

Expected duration 12 months

Duties and Responsibilities The Consultant will function as the Head of the Secretariat for the work of the Heads of Cooperation Group in Ukraine through close engagement with the HOC Co-Chairs and the membership.

Qualifications/special skills ¿ Bachelor’s degree or equivalent in development, economics, or other relevant sector. ¿ A minimum of 3 years of experience in the design, implementation, monitoring and coordination of development programmes in Ukraine. ¿ Demonstrated understanding of the challenges and prospects of recovery and development partner coordination issues in Ukraine. ¿ Experience of working with Government and development partner officials

Languages Fluent written and spoken English and Ukrainian.
