Since 1991 NORCAP has provided expertise to approximately 10,000 missions across the globe.

The Finance Unit in NORCAP is responsible for providing a range of financial support to the department (NORCAP), including budgeting, reporting, forecasting, cash flow, advising on financial management and ensuring compliance with NRC policies and external regulations. The Head of Finance NORCAP is responsible for managing the NORCAP finance unit and you will be reporting directly to the Director of the Governance and Finance section.

The Head of Unit is responsible for managing the work done by the finance staff in NORCAP, including regular financial forecasts, budgeting, reporting and auditing.

We are searching for candidates with:

  • Minimum 5 years of experience as Finance Advisor/Expert/Controller or similar positions within the humanitarian field.
  • Documented results related to the position’s responsibilities including leadership skills and experiences
  • Relevant academic background, including qualifications in a relevant field (e.g. accounting, MBA or similar).
  • Knowledge of concepts, practices and procedures in relation to accounting, financial controls, related legal and regulatory contexts, financial management and financial accounting systems.
  • Strong budgeting and financial reporting skills.
  • Ability to provide financial management advice and guidance to colleagues, including undertaking internal checks and financial audits of projects.
  • Excellent verbal and written communication skills in English.

Financial Head of Unit (NORCAP) is accountable/responsible for:

Generic:

  • Overall leadership, line management and budget responsibility for the NORCAP Finance Unit.
  • Develop effective teams and strengthen cross-sectional collaboration and culture.
  • Implementation of Performance Management as a staff development tool.
  • Develop, follow up and report on strategy and action plans in line with NORCAP strategic direction and governance system.
  • Ensure compliance with NRC and NORCAP’s policies, procedures and branding and represent NORCAP accordingly.
  • Ensure compliance with Grants management requirements and quality standards.
  • Perform other duties in the department as appropriate.

Specific:

  • Responsible for overall financial control of the NORCAP budget, including monitoring of cash flows.
  • Ensure budgeting, accounting, year-end procedures.
  • Monitor financial management and anti-corruption work within the area of responsibility to ensure compliance and that NRC’s manuals and regulations are followed to secure financial control and overview
  • Responsible for capacity building through financial training, support and advise to NORCAP
  • Responsible for providing financial guidance and support in the development of new projects and applications; This might require new ways of financial system and follow-up
  • Development of internal and external financial routines and procedures.
  • Ensure of appropriate data and analysis for decision-making.
  • Responsible for financial analysis to the NORCAP Management Team, the Director of Governance and Finance (NORCAP) and other stakeholders
  • Participating in negotiations with partners/donors on financial matters
