NRC is looking for a Head of Consortium. With the First Line Emergency Response program in its first year of Consortia approach, this is an exciting leadership opportunity to establish the consortium and develop the consortium strategy. With NRC (as Grant Holder), supporting the first year of the consortium management, the role holder will be the liaison for an exciting and diverse array of 7 INGO Members and 17 International Partners. He/she will be responsible for the implementation of consortium projects and ensuring the sustainable future of the consortium. Reporting into the Country Director, the Head of Consortium will provide strategic leadership to the consortium. He/she will be responsible for ensuring coordination of approaches between consortium members for impactful and efficient programming.

NRC Myanmar has delivered humanitarian assistance and protection to vulnerable affected populations in Myanmar since 2009, following Cyclone Nargis. NRC provides services and assistance across three “Area Offices” (Northwest Myanmar, Northeast Myanmar, and Southeast Myanmar). The oraganisation has established sector/thematic area teams in Camp Management, Education, Information Counselling & Legal Assistance, Livelihoods, Protection, and Shelter & Settlements.

Key Responsibilities

  • Developing and implementing a consortium strategy in line with evolving needs, operational context and technical practices.
  • Leading the development of new programme proposals and developing funding opportunities in line with the consortium strategy to ensure strategic growth.
  • Ensuring overall coherence of the operational approach.
  • Representing the consortium in coordination forums with government authorities, funding agencies, and other stakeholders, giving adequate feedback to the consortium members.
  • Acting as the conduit to ensure constructive and structured communication between the Donor, the Steering Committee, and Consortium Members.
  • Chairing and providing secretariat support for the Steering Committee, presenting progress updates and relevant information, escalating concerns, and facilitating decision-making.
  • Chairing technical working groups and sub-groups as relevant and necessary to programme delivery.
  • Facilitating collective agreements, building consensus, and providing a mediating presence in the event of a dispute or conflict and helping to reduce duplication.
  • Leading the development and rollout of the consortium Advocacy and Communication strategy and facilitate Steering Committee validation.
  • Establishing coordination and communication mechanisms within the consortium, and ensuring they are efficient, effective, transparent, and participatory.
  • Being responsible for grant and contractual management aspects of consortia project implementation.
  • Leading contractual processes for the on-granting of consortium members and implementation partners, including signing of Consortium Agreements and Data Sharing Agreements.
  • Chairing project review meetings.
  • Liaising with NRC staff who are responsible to support project administration and grant management.
  • Coordinating consortia member collection of visibility content.
  • Consolidating and disseminating information regarding project management within the consortium partners.
  • Supporting consortia members’ appropriate data sharing processes and establishing policies to ensure confidentiality and security of all data collected.

Required Competencies, Skills and Experience

  • An advanced university degree in a relevant field.
  • A minimum of five-years’ experience in senior project management and/or coordination for an international organisation with responsibility for programming in a humanitarian, conflict, or post-conflict context.
  • Documented results related to the position’s responsibilities.
  • Knowledge or experience of working in consortia, partnerships, or equivalent structures.
  • Proven experience in project cycle management and grant management.
  • Experience of working with ECHO funding mechanisms is an added advantage.
  • Experience in organizational representation at national or international levels.
  • Experience in advocacy and communications is an added advantage.
  • Experience working in complex and volatile contexts.
  • Expertise in protracted and fragile humanitarian contexts.
  • Knowledge of the context in Myanmar.
  • Strong communication, inter-personal, facilitation and diplomatic skills, including the professional credibility to provide coordination and sometimes guidance to member organisations.
  • Fluency in English, both written and verbal, with strong writing and editing skills.

  • Travel: approximately 30%
