1. Organizational Context

  1. Organizational Setting

The position is located in the Human Resources Operations Service of the Human Resources Management Department. The Human Resources Operations Service provides a center of excellence for the delivery of efficient services relating to operational HR management within a culture of customer service and continuous business improvement, knowledge sharing and innovation. The Service contributes to the Human Resources Management Department’s ability to support the effective achievement of WIPO's program results.

  1. Purpose Statement

The Head of the Human Resources Operations Service leads the overall management and direction of the HR Operations Services comprising the Benefits and Entitlements, Pension and Insurance and HR Data and Technology Units and the HR Service Desk. As Head of the Service, s/he leads the HR transformation process ensuring an attractive operational model that serves the needs of the Organization, contributing to a human-centered HR foundation; and driving the digital innovation of the HR processes.

The incumbent reports to the Director, Human Resources Management Department.

  1. Work Relations

The incumbent liaises extensively with employees at all levels throughout the Organization. S/He will work with a wide range of global stakeholders, both within and outside HR, and in close collaboration with the Talent Partners Unit and Employee Experience Units to help bring to life the strategic and operational aims of the HR strategy.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Provide leadership of the HR Operations Service by analyzing, setting and driving the overall strategy and roadmap for the transformation of the HR Operations Service working closely with the Talent Management Service; and using operational experience, data-driven insights and business acumen to identify the best opportunities to elevate and ensure a fair employee experience. Ensure that the function offers a seamless, dedicated service to employees and managers with the proper infrastructure and support that enables managers/employees to meet their day-to-day challenges.

b. Influence HR best practice within the HR Operations Service to secure alignment with WIPO’s HR strategy. Embrace and drive innovation and change through consultation with key stakeholders, establishing and maintaining collaborative, open and regular communications pertaining to current and planned HR changes. Build effective relationships across the organization and become a trusted advisor to stakeholders.

c. Streamline the HR experience by facilitating effective access to the HR Operations Service for leaders, managers and employees; and improve service delivery and functional resilience by moving towards more efficient digital self-service channels while ensuring clarity, credibility and confirmation in issue resolution.

d. Working with curated data from across the Human Resources Management Department and using predictive modeling, the technological infrastructure and employee support, reinforce HR’s day-to-day operations and service to its employees and managers; optimizing technology and talent data and automating HR activities where possible. Spearhead the development of data collection systems to optimize data quality, create, and present HR data to help inform strategic decision-making.

e. Build resilience to change in the HR Operations Service and elevate team performance and motivation by focusing on the development of collaborative relationships within/outside of the HR Operations Service, supporting employees in realigning their purpose, prioritizing their work and focusing on team cohesion and development. Ensure that the different teams within the Service and external to the Department work together to maximize functional effectiveness. Manage the human and financial resources (budget planning, management and monitoring) of the HR Operations Service to drive quality, cost savings, process efficiency, productivity and business value.

f. Provide guidance to senior management on the administration of employees' entitlements and pension and insurance schemes, and have the authority to negotiate solutions on sensitive or complex problems with client managers. Represent the Organization at international and inter-organizational meetings and negotiations on HR Policy questions relating to the work of the Service.

g. Oversee and guide the analysis of proposed changes in WIPO’s HR regulatory framework, including from UN wide initiatives as they relate to the work of the HR Operations Service. Ensure HR operational policies are up-to-date and in line with processes. Provide advice to the Director, formulate WIPO's response, and prepare related strategic papers allowing senior management to determine the Organization's position and the impact on the Organization's HR management operations. Contribute to the development of HR solutions that add value to the business.

h. Perform other related duties as required.

3. Requirements

Education (Essential)

Advanced university degree in human resource management, public or business administration, law, science, social sciences or related field. A first-level university degree in any subject with two years of experience in addition to the required experience may be accepted in lieu of an advanced university degree.

Experience (Essential)

At least ten years of relevant professional work experience, of which five at the international level, in the area of human resources management, including managing an entire HR operations service covering all aspects of operational delivery.

Substantial managerial experience in a Senior HR role leading/managing teams comprising multiple functional teams and working closely with the business.

Experience driving the transformation of an HR operations function, including using new technologies.

Strong understanding of the collection and application of talent data to improve critical talent and business outcomes.

Experience (Desirable)

Experience in HR management in the private sector.

Language (Essential)

Excellent knowledge of written and spoken English.

Language (Desirable)

Knowledge of other WIPO official languages, particularly French.

Job Related Competencies (Desirable)

Ability to drive change and support the transformation of HR using new technologies.

Knowledge of human resources case law within the UN common system or knowledge of labor law in a specific country.

Interest in the work of WIPO and intellectual property.

5. Information

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the February 2022 rate of 82.1%
