Org. Setting and Reporting The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security and environmental protection. To that effect, ICAO is a knowledge-based organization engaged in the development of intellectual property.

The Bureau of Administration and Services (ADB) plays a lead role in the effective and efficient administrative management of the Organization by ensuring the provision of high-quality physical and human resources, by applying the highest standards of work ethics and conduct, as well as by using results based management skills and tools to support the Organization in implementing its Strategic Objectives to serve all stakeholders of the world aviation community.

The Information and Administrative Services (IAS) Division falls under the auspices of the Bureau of Administration and Services (ADB) and is headed by the Deputy Director, IAS (DD/IAS) who has responsibility for planning, developing and implementing an information management strategy, setting and enforcing common ICT standards throughout the Organization.

The Enterprise Technology Section (ETS), under the management of the Chief, ETS Section (C/ETS), reports directly to the DD/IAS and is a service provider, which plans, acquires or develops and manages the organization’s enterprise applications and systems. Key activities of the Section include the establishment of core infrastructure and network services; software development and support for enterprise applications; Enterprise Architecture and Project Management; Enterprise Resource Planning (ERP) system support, Web management as well as Regional Offices support.

Under the supervision of C/ETS, the incumbent leads and manages as Head, the Enterprise Architecture and Project Management Unit, which oversees the following:

•Development and Management of Enterprise Architecture framework including stakeholder interactions and collaboration modalities. •Provision and coordination of Solution and Solution Architecture scenarios as well as Business Analysts (BA) resource pools for business process and work programme automation. •Oversight of Project and Programme Management (PPM) framework, artefacts and system tools as well as support for Project Management (PM) activities across the organization. •Provision and coordination of Business Intelligence solutions, framework, tools and templates for implementing and supporting improving reporting via dashboard systems integrating data originating from databases and across the Organization. The incumbent is accountable for the creation, implementation and oversight of strategies and projects designed to manage the establishment and operations of an Enterprise Architecture (EA) framework for Information and Communication Technology (ICT) services across the organization. In addition to leading a pool of Solution Architects and Business Analysts, the incumbent will also establish and manage ICT-related, PPM services for ETS and other organizational units.

Responsibilities Function 1: Governance and Risk Management of Enterprise Architecture (EA) for ICT (incl. Expected results) Collaboratively engages with other ICT functions and Bureau representatives to facilitate a globally standardized approach and governance structure to Enterprise Architecture for ICT Services, achieving outcomes such as:

•Manage and maintain the ICT EA framework, artefacts and tools, establishing the relevant EA capabilities to achieve the target EA maturity levels. •Actively contribute as lead ICT Enterprise Architect to ICT Management Committee (IMC) deliberations on the governance of ICT projects. •Liaise with the Enterprise Architecture coordination team in the Strategic Planning, Coordination and Partnerships Office (SPCP) to provide input on relevant ICT components, application landscape and other Enterprise IT Architecture artefacts for the purpose of planning, monitoring and improving the organization’s Enterprise Architecture. •Provide clear and timely advice to executive management on EA for ICT Services. •Ensure that ICT’s EA considerations and related risks are adequately represented on relevant Bureau and governance forums, and are known, well integrated and addressed across the organization. •Ensure that strategic EA framework documentation for ICT Services is provided to third-party suppliers in accordance with established internal frameworks and ensure compliance with required controls. •Lead the development and maintenance of an EA policy set, including standards and processes that fit the organization at all levels. Seek and confirm management approval, as required. •Ensure an organization-wide implementation of EA policies, reflecting varying Bureaus’ needs where necessary. •Manage the process to administer policy exceptions, ensuring that they are subject to appropriate controls, both before and after approval.

Function 2: Operations of Enterprise Architecture for ICT and Management of Solution Architects (incl. Expected results) Leads and oversees the definition, implementation and monitoring of a robust Enterprise Architecture for the organization’s ICT systems and services achieving results such as:

•Lead and supervise Solution Architects across the organization to develop and maintain an effective EA approach, ensuring that the approach is implemented in accordance with the appropriate standards. •Lead the process to establish, as well as organize and manage the Architecture Review Board (ARB), serving as its Secretary, and provide EA guidelines to application development teams. •Support or manage (on behalf of product owners) the acquisition process for Solution Architects Services for non-enterprise systems. •Liaise with stakeholders across the organization to ensure that EA standards, policies, and procedures are available and enacted consistently across application development projects, programmes and the global ICT landscape. •Provide insight and recommendations of alternatives and initiatives for solutions to problems identified with the ICT Solution and Enterprise Architecture of the organization’s systems. •Manage a pool of Solution Architects for Enterprise systems’ implementation and operations.

Function 3: Project and Portfolio Management (PPM) Governance and Risk Management, (incl. Expected results) Collaboratively engages with other ICT functions and Bureau representatives to facilitate a globally standardized approach and governance structure to Project and Portfolio Management for ICT Services achieving outcomes such as:

•Manage and maintain the ICT PPM framework, artefacts and tools, establishing the relevant PPM capabilities to achieve the target PPM maturity levels. •Liaise with ICT Project Owners and Sponsors across the organization to provide input on relevant ICT PPM framework, principles, policies, application landscape and other PPM artefacts for the purpose of planning, monitoring and improving the organization’s approach to PPM for ICT Services. •Lead and supervise PPM Officers in developing strategic planning and policies for ICT project management for ICAO, including new policies and revisions to existing policies and procedures. •Ensure that clear and timely advice is provided to executive management on PPM for ICT Services. •Ensure that ICT’s PPM considerations and related risks are adequately represented on relevant Bureau and governance forums, and are known, well integrated, and addressed across the organization. •Ensure that the documentation for the strategic PPM for ICT Services is provided to third-party suppliers in accordance with established internal frameworks, and ensure compliance with required controls. •Lead the development and maintenance of a PPM policy set, including standards and processes that fit the organization at all levels. Seek and confirm management approval as required. •Ensure an organization-wide implementation of PPM policies, reflecting varying Bureau’s needs where necessary. •Manage the process to administer policy exceptions, ensuring that they are subject to appropriate controls, both before and after approval.

Function 4: PPM Operations (incl. Expected results) Leads and oversees the definition, implementation and monitoring of a robust PPM for the organization’s ICT Services, achieving results such as:

•Lead and supervise PPM Officers in developing strategic planning and policies for ICT project management for ICAO, including new policies and revisions to existing policies and procedures. •Supervise the establishment and ongoing support for the PM Governance Group. •Oversee the effective implementation of ICT Project Management Framework. •Liaise with stakeholders across the organization to ensure PM standards, policies, and procedures are available and enacted consistently across application development projects, programmes and the global ICT landscape. •Provide insight and recommendations of alternatives and initiatives for solutions to problems identified with the PPM of the organization’s systems.

Function 5: Business Process Optimization and management of Business Analysts (BAs) pool (incl. Expected results) Provides BA services to ICT projects across the organization, ensuring a consistent and standardized approach to analysis, helping organizational units to regularly review and optimize its business process through ICT-aided automation, achieving results such as: •Lead and manage a pool of business analysts, assigning them as necessary to ICT projects across ICAO as in a matrix organization. •Liaise with ICT Project Owners and Sponsors across the organization to provide input on relevant ICT Business Analysis and Process Optimization framework, approach, principles and policies, for the purpose of planning, monitoring, improving the organization’s approach to Business Analysis for ICT Services. •Liaise with Business Owners across the Organization to ensure that business processes are continuously aligned with the IT systems used, taking the necessary actions to liaise with the appropriate areas that support these systems to adjust and perform realignments when needed. •Liaise with Business Owners across the Organization to review from time-to-time the business processes used in their areas with the purpose of identifying opportunities for optimization and streamlining of the IT processes and systems used by these business areas.

Function 6 (incl. Expected results) Provides Business Intelligence (BI) infrastructure, tools, and best practices to enable access to and analysis of information by management across the Organization to improve and optimize decisions and performance, achieving results such as: •Manage and maintain the ICT BI framework, artefacts and tools, establishing the relevant BI capabilities to achieve the target improvement and optimization of decisions and performance by management. •Lead and supervise Dashboard Solution Designers to develop and maintain an effective approach to data access, analysis and reporting, ensuring that the approach is implemented in accordance with the appropriate standards. •Liaise with Business Owners across the Organization to ensure their data analysis and reporting are met via BI capabilities, including the possibilities of data integration between various databases and data sources from different business areas.

Function 7 (incl. Expected results) Performs other related duties, as assigned.

Education Essential •A first-level level university degree, preferably in information technology or a related field. •PRINCE 2 Practitioner or Project Management Professional (PMP) certification or Control Objectives for Information and Related Technologies (COBIT) certification.

Desirable •An advanced level university degree (Master’s Degree or equivalent), preferably in information technology or a related field.

Work Experience Essential:

A minimum of ten years of relevant professional experience in the field of IT project or portfolio management, or Enterprise Architecture (EA) in positions of progressive levels of responsibilities. At least three years of such experience must have been acquired in an international setting. Progressively responsible professional experience in management and administration of the work of cross-functional teams. Professional experience with Microsoft technology: Microsoft Office, SharePoint, MS Project Professional and MS Visio. Proven experience in risk and change management. Experience in managing several projects concurrently, empowering and supporting project team members. - Desirable:

Professional technical experience in the following areas: oITIL Training and Certification oSQL, Internet and Web Technologies.

Languages Essential Fluent reading, writing and speaking abilities in English.

Desirable A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
