OBJECTIVES OF THE PROGRAMME

The Department of Procurement and Supply Services aims to ensure high-quality, consistent and responsive supply services through a collaborative approach that supports the efficient delivery of WHO programmes. The Head of Procurement Operations is responsible and accountable for the delivery of procurement and supply services across the Organisation, leading several smaller teams in an efficient, client oriented, and cost-effective manner.

DESCRIPTION OF DUTIES

Duties include:- Contribute in a leadership capacity to developing and implementing WHO procurement andsupply strategy;- Plan, develop and manage all procurement-related aspects of solicitations for complex and diverse goods and services, considering sustainability aspects, quality assurance, economic and other market or political conditions;- Conduct market research to keep abreast of market developments to ensure WHO remains current in its approach, researching and analyzing developments that may impact the procurement and supply function;- Formulate strategies and design innovative solutions to minimize and resolve issues/conflicts for complex procurement projects;- In liaison with the Emergencies Division (WHE), support the exercise of emergency procurement procedures;-Conduct routine and complex supplier negotiations alone or in conjunction with senior level WHO partners;- Develop and implement supplier relationship management/contract management plans, in particular for long term agreement/framework arrangements;- Guide other staff (other practitioners, evaluation committee members, internal clients etc.) through the procurement process as necessary including drafting of clear terms of reference or specifications, creation of technical and financial evaluations;- Supervise and coach staff who report to the position;- Manage the monitoring and evaluation, and reporting of the subject area of work,implement key performance indicators and reporting mechanisms to optimize performance of the unit; - Perform other duties and responsibilities relevant to the function as required,

REQUIRED QUALIFICATIONS

Education

Essential: An advanced leveluniversity degree in procurement, supply chain, economics, law or business, or another related field Desirable: Chartered Institute of Purchasing and Supply (CIPS) qualifications or alternate equivalent

Experience

Essential: A minimum of 10 years' experience in the area of procurement, supply or supply chain with demonstrated experience developing and implementing a range of complex procurement strategies. Experience working at the international level, leading global procurement activities. Desirable: Experience managing human and financial resourcesExperience in change management and business process improvement

Skills

Strong skills and knowledge in the area of supply and procurement at a global level and in developing procurement and /or supply chain strategiesExcellent skills and ability in managing diverse teams and financial resourcesStrong analytical and communication skills, with the ability to present information clearly and logically, including policy and procedural issues and their impactStrong interpersonal skills, an ability to work across the Organization, to instill confidence, negotiate, and implement changeKnowledge of the design and implementation of a range of contracting modalities,including framework agreementsAbilityto take a leadership role and to supervise staff, maintaining a motivated teamPersuasive and clear communicationDesirable:Knowledge of UN procurement and supply chain mattersExperience dealing with humanitarian emergency procurement

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1969 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
