Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a qualified and motivated HDP EORE Programme Manager who will provide coordination of the work between HDP departments making sure it complies and respond to internal HDP SOPs and strategy. The position is also responsible for coordinating the implementation of the EORE programme in Moldova, Poland, and Romania, as well as developing approaches, tools, and documents which will comply with HDP GOPs, and International Mine Action Standards (IMAS), and the context of the country.

The Danish Refugee Council (DRC) is a leading protection agency with a mandate to promote and protect durable solutions to conflict and displacement affected populations based on humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs, and host populations both within Ukraine and the neighbouring countries of Poland, Romania and Moldova, and wider Europe.

Due to the ongoing conflict that began in February 22, DRC opened offices in Poland, Moldova, and Romania to provide support to the displaced population in partnership with civil society organizations and national NGOs, duty bearers, and other actors. DRC continues to implement in these three countries through partnerships, technical assistance and capacity exchange, and direct implementation in some cases.

About the Job

The HDP EORE Programme Manager will have a general overview of all Explosive Ordnance Risk Education (EORE) projects implemented in Neighbouring Countries. The main role of the position will be to coordinate the work between HDP departments making sure it complies and responds to internal HDP SOPs and strategy. HDP Programme Manager position will look at the DRC-HDP programme synergy, ensure the link within the programme in the preparation stage of proposal writing as well a general overview of future programme cooperation. The position will also be responsible for coordinating the implementation of the EORE programme in Moldova, Poland and Romania, as well as developing approaches, tools and documents which will comply with HDP GOPs, International Mine Action Standards (IMAS) and the context of the country.

Main responsibilities Programming & Operations

  • Contribution to the daily operation with comprehensive Humanitarian Mine Action (HMA) specific knowledge.
  • Carry out and contribute to the design of HMA needs assessments, baseline surveys and data collection in the field.
  • In close collaboration with the HDP HoP and other Managers, ensure efficient and effective programme implementation while following, budgets, work plans, procurement plans and forecasting.
  • Participation in the identification and recruitment of suitable project team members.
  • Management of budget and financial management of EORE programmes.
  • Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors.
  • Assist with formalization and development of project tools and training modules when required.

    Coordination and representation

  • Collaborate with relevant internal and external technical experts on issues related to EORE.

  • Close communication and liaison with project counterparts.
  • Ensure coordination and planning of project activities.
  • Representation of DRC-HDP and active participation in sectoral and relevant sub-sectors/working groups.
  • Ensure integration of EORE activities with other DRC sectors where relevant.

Project Development and Quality Management

  • Initiate, plan and coordinate EORE activities in neighbouring countries.
  • Provide technical guidance for project proposals.
  • Conduct regular Quality Assurance (QA).
  • Assist in developing project plans and budgets for funding.
  • Assist in developing the project’s Monitoring & Evaluation tools.
  • Prepare weekly, monthly, quarterly and annual reports to relevant authorities as per need.

About You

To be successful in this role we expect you to have a minimum of 3-5 years of practical experience in the sector area working for an INGO with demonstrated skills in project planning and design, drafting, calculation and technical writing. Moreover, we also expect the following:

  • University degree in political science, international development or another relevant field.
  • Successful completion of training on mine action topics and EORE.
  • Excellent skills in MS Word, Excel, and PowerPoint.
  • Experience in project development.
  • Experience working with national partners, local/government authorities, and UN organizations.
  • Experience working within the sector of humanitarian mine action in Ukraine.
  • Basic knowledge of landmines and explosive ordnance.
  • Full professional proficiency in English and/or Romanian or/and Russian.
  • Diplomacy, patience and persistence.

We Offer

Contract length: August 2022 - February 2023, with the possibility of extension depending on funding.

Band: Management, F

Duty base: Moldova with travels to Poland and Romania.

Start date: ASAP
