Overview

Develop IWT strategic and operational plans for East Africa

You have:

  • Advanced university degree in economics, statistics, international trade, or development studies or related area is required.
  • A first level university degree with two additional years of qualifying experience may be accepted in lieu of the master's degree.
  • Seven years of experience in trade and logistics development, trade, and logistics facilitation, and economic and trade analysis is required.
  • Extensive research experience in the area of trade and regional integration is required.
  • Experience in multimodal transport including inland waterways transportation is desirable.
  • Fluency in English is required.
  • Knowledge of French is desirable.

Result of Service

Ultimately, this assignment will conclude with a validated IWT strategic plan for Northern and Central corridors and Sub-regional roadmap for harmonization of inland waterways within multimodal transportation policies in East Africa. This result will be achieved following a consultative process with key stakeholders including but not limited to experts from the Northern Corridor, Central Corridors, ECA, Private sector operating along Lake Victoria and government officials from target countries At the end of the assignment the consultant will have produced the following deliverables: • Inception report including methodologies, detailed work plan, and outline of all the documents to be produced under this assignment • IWT policy harmonization gap assessment report • Draft sub-regional roadmap for harmonization of inland waterways within multimodal transportation policies in East Africa • Final sub-regional roadmap for harmonization of inland waterways within multimodal transportation policies in East Africa integrating comments and inputs from ECA, corridors and experts from target countries • Draft IWT strategic plan and its operationalization plan for Northern and Central corridors • Final IWT strategic plan and its operationalization plan for Northern and Central corridors integrating comments and inputs from ECA, corridors and experts from target countries

Duties and Responsibilities

A. Sub-regional roadmap for the harmonization of inland waterways within multimodal transportation policies in East Africa • Assessment of policies and frameworks that need to be harmonized • Support ECA to organize national consultations in target countries on the formulation of the sub-regional roadmap for the harmonization of inland waterways within multimodal transportation policies in East Africa. Targets include Policy makers, Senior experts in IWT, the Private sector, Civil society and academia. • Draft the roadmap for the harmonization of inland waterways within multimodal transportation policies in East Africa • Support ECA to organize a sub-regional workshopto review and validate the subregional roadmap for harmonization of inland waterways within multimodal transportation policies in East Africa • Review the initial draft report to integrate comments and inputs from ECA, corridors and experts from target countries B. IWT strategic plan and its operationalization plan for Northern and Central corridor • Desk review on IWT status in Eastern Africa including status of infrastructure, legal frameworks, navigability, digitization and connectivity • Consultations with transport corridors on the subregional IWT strategic plans • Drafting IWT strategic plan for both corridors, • Support ECA to organize a sub-regional workshop of policymakers and the transport industry to review and validate the strategic plan on IWT and action plan to operationalize the strategy. • Review the initial draft report to integrate comments and inputs from ECA, corridors and experts from target countries

Qualifications/special skills

Advanced university degree (master’s degree or equivalent) in economics, statistics, international trade, or development studies or related area is required. A first level university degree in a combination of additional two years of qualifying experience may be accepted in lieu of the master's degree. Seven years of experience in the trade and logistics development, trade, and logistics facilitation, and economic and trade analysis is required. Extensive research experience (data collection, analysis and reporting) in the area of trade and regional integration is required. Experience in multimodal transport including inland waterways transportation is desirable. Previous experience with the UN System is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this consultancy, Fluency in English is required. The knowledge of French is desirable
