Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve Sustainable Development Goals (SDGs), and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilizers, communities and families, and of course, the children and adolescents themselves.

The Chief of Resource Mobilization and Partnerships reports to the Representative for overall guidance and direction. The Chief of Resource Mobilization and Partnerships is responsible for providing strategic direction to ensure that the fulfillment of the rights of the child are achieved through improved results.

This position leads and is accountable for the Partnerships and Resource Mobilization Section to pursue the above aims and help UNICEF to build partnerships that generate resources for UNICEF Pakistan and leverage political will and results for children. The Resource Mobilization, Partnership and Grants Management Section will mobilize resources against funding needs/ gaps and ensure that resources are well managed to improve programme and operational effectiveness.

Key Responsibilities

Partnerships and Resource Mobilization:

  • Provide leadership and direction in UNICEF Pakistan’s Partnerships and Resources Mobilization strategies and implementation frameworks focused on public, private and corporate sector engagement on shared values partnerships that delivers results for children through joint efforts to strengthen alliances and raise resources for impact and programmes (including IFIs, UNICEF National Committees, bilateral donors, corporations, foundations, private individuals, Pakistani diaspora and philanthropic donors).
  • Negotiate and advocate for the needs of children in Pakistan and the associated programme alliance and funding needs amongst key influencers and external stakeholders (existing and potential partners including IFIs, UNICEF National Committees, bilateral donors, corporations, foundations, private individuals, Pakistani diaspora and philanthropic donors). Advise and support the Representative and other senior staff in cultivating key relationships.
  • Provide leadership in leveraging results for children and creating a common understanding and awareness on the role of the private sector in respecting and supporting child rights and explore and progress opportunities for joint collaboration.

  • Represent the Partnerships section at the Country Management Team, and serves as a focal point for Field Offices and sections to:

  1. Leverage the interface of Public & Private Sector Engagement with UNICEF’s programmatic priorities;
  2. Identify programmatic and funding priorities for donors;
  3. Identify key influencers (corporates and individuals) to leverage their core competencies and assets to leverage results for children.
  • Work in close collaboration with all sections, and particularly with Communication and Advocacy, to unify projection of UNICEF’s image and brand positioning to UNICEF’s donors.
  • Accountable for ensuring timely and high-quality resource mobilizations proposals and reports and developed and submitted in accordance with agreed timescales.
  • Provide overall leadership, guidance and direction for Resource Mobilization & Partnerships planning, implementation, research and analysis through on-going consultations and inter-sectoral exchanges and coordination of activities, information and experience to achieve financial and non-financial objectives.
  • Drive effective implementation of agreed strategies, securing and managing all resources (human, financial, knowledge and other) required to achieve objectives. Establish work plans, monitor compliance with performance standards, and provide support and guidance to ensure that objectives are achieved.

Managerial Leadership:

  • Establish the section’s work plan with the team. Set priorities and targets and monitor work progress to ensure results are achieved according to schedule and performance standards.
  • Establish clear individual performance objectives, goals and timelines; and provide timely guidance to enable the team to perform their duties responsibly and efficiently. Plan and ensure timely performance management and assessment of the team.
  • Supervise team members by providing them with clear objectives and goals, direction and guidance to enable them to perform their duties responsibly, effectively and efficiently.

Grant Management:

  • Lead on overall incoming fund management, specifically; fund allocations, extensions, adjustments as well as re-allocation, monitoring conditionalities and deviations from the intended purposes of grant utilization; ensuring timely change of funding sources, approvals of changes and donor reporting (financial and narrative).
  • Ensure strong oversight on overall funding status (humanitarian and development), including close monitoring of funding availability/ pipeline status and funding needs.
  • Ensure proper planning and financing of OR funded positions including payroll management together with operations sections.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Masters or higher) in the social sciences social or political science, international relations, management or other appropriate field is required.
  • *A first University Degree (Bachelor’s) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of ten years of progressively responsible professional work experience in the areas of development of strategic public partnerships, external relations or child rights is required.
  • Work experience in or familiarity with Pakistan or the South Asia Region would be an asset.
  • Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
