The role of GSO Finance Officer will form part of Trócaire’s Global Support Office (GSO), which is based in Nairobi, it primarily serves as a support function which supports programme delivery (Including Missionary Grants), finance and administration support to global roles, and related operations.

This role will provide financial and administrative supports that contribute to the GSO’s successful operations.

For the candidate with the required experience and passion for the role, Trócaire offers a competitive package of salary and benefits. This is a fixed-term contract for 12 months with possibility of extension, reporting to the Finance & Admin Manager (FAM). This nationally contracted role will be based in Nairobi, Kenya.

Key responsibilities

A.

· Process the daily financial transactions and payment needs for the Trócaire GSO.

· Work closely with all GSO teams on financial planning to ensure funds are available for implementation of activities.

· Prepare regular (weekly, monthly, and quarterly) GSO financial reports, ensuring expenditure is incurred within budget limits and in line with financial procedures.

· Assist the FAM and Programme Accountant in the preparation of donor and internal financial reports as needed.

· Prepare monthly reconciliation statements (bank and petty cash) and proactively notify the FAM of low bank balances and any material reconciling items requiring resolution.

· Monthly balance sheet ledger reconciliation and submission on Monthly report to HQ.

· Ensure all transactions are fully supported, approved, and comply with Trócaire’s financial procedures.

· Regularly review all supporting documentation to ensure validity and follow up on issues identified in a timely manner.

· Ensure staff floats advance, and subsequent liquidation are managed properly and in line with Trocaire procedures.

· Oversee a filing system of all finance documents to ensure a robust audit trail

· Ensure only fully coded expenditures are paid and posted to the Agresso – UNIT4 system in line with Trócaire’s finance procedures

Conduct accurate and timely data entry of financial data into the accounting system on a daily basis.

B. Banking, Payments & Cash Management

• Facilitate bank transactions and act as the GSO bank agent.

• Ensure timely payments and fund transfers to suppliers, staff, and partners.

• Maintain a well-managed petty cash system, including regular cash counts and reconciliation.

• Ensure the fixed float and petty cash limits remain appropriate for operational needs and recommend adjustments to the FAM where necessary.

• Ensure bank balances are within the set limit and alert the FAM for funds draw down from Head Office.

C. Budget Management & Financial Planning

• Work with the GSO Manager in preparing the admin expenditure budget, ensuring expenditure is incurred within budget limits and in line with financial procedures.

• Support annual Budget preparation, including budget quarterly reviews, as directed by the FAM.

• Monitor budget utilisation against approved budgets on a monthly basis and flag variances to the FAM, with explanations and recommended corrective actions

D. Compliance, Taxation & Regulatory

• Maintain current knowledge of Kenya Government requirements related to financial and tax matters.

• Ensure all statutory deductions and taxes (PAYE, VAT, withholding tax, SHIF, NSSF, NITA, and other levies) are computed accurately and remitted to the relevant government authorities within set deadlines

• Prepare and file all required statutory returns (e.g. KRA iTax, SHIF, NSSF) accurately and on time.

E. Asset Management & Contracts

• Liaise with the FAM and GSO Manager to regularly update an accurate fixed assets register.

• Keep fiduciary filing of all contracts and agreements and monitor contract expiry, renewal dates, and payment milestones on a continuous basis; maintain a log of all payments made and due for all contractual obligations.

F. Partner Organizations Governance

· Facilitate review of partner financial reports to validate their accuracy, completeness and ensure that Trócaire and donor requirements are being met.

· Conduct a continuous process to appraise partner organisations financial controls and systems in line with the Trócaire partner governance and finance manual. This will include field visits, desk audits and other methods as appropriate. Ensure recommendations are implemented in agreement with the partner.

· Participate in delivering training to partners on compliance with Trocaire and donors’ financial requirements.

G. Audit Support

• Assist with the preparation of audit schedules and support internal and external audit processes.

• Act as the primary finance point of contact for auditors during desk reviews , ensuring prompt provision of requested documentation.

Other Duties

· Undertake any other reasonable duties relevant to the role as assigned by the FAM, in response to evolving organisational needs.
