- Master's degree in economics, business, international development or related field.
- A minimum of two-year experience in programme management related to climate- and/or gender-responsive investment, sustainable and inclusive finance, or a related field is required.
- Experience working in the ASEAN region is preferred.
- Experience working for an international organization or development partner is preferred.
- Experience in promoting private sector development is preferred.
- Excellent spoken communication skills in English are required.

Result of Service
Duration of contract: 1 June to 31 December 2026 Output to be delivered in digital copy and service deliver on site. Performance indicators for evaluation of outputs: • Demonstrated expertise • Timely delivery of outputs • All reports and other outputs meet the required standards and align with project objectives and donor expectations.

Duties and Responsibilities
Purpose: Many investment promotion agencies (IPAs) had to adapt & rethink traditional investment promotion strategies, FDI models, and priority sectors in which to target FDI to build back better and get back on a path towards sustainable development. A key part of this rethink has been the shift towards packaging, vetting, and promoting investible opportunities in sectors related to sustainable development and towards cooperating more within regional frameworks to promote themselves to attract investment, and where feasible boost trade. In this context, ESCAP is providing technical assistance and capacity-building support to its member state IPAs to support their national and regional investment attraction and promotion work in sustainable development sectors. This project ASEAN Green Investment Catalyst (AGIC) will focus on supporting implementation of the ASEAN Regional Investment Promotion Action Plan, by boosting institutional capacity and project offerings of investment promotion agencies regionally and nationally to attract investment in green transition sectors. It aligns with ESCAP’s mission to advance sustainable development and regional cooperation through capacity-building and technical assistance in investment promotion attraction at both national and regional levels. Through these activities, ESCAP aims to strengthen both national and regional approaches to investment promotion and attraction aligned with sustainable development objectives. Duties and Responsibilities: This project ASEAN Green Investment Catalyst (AGIC) will focus on supporting the implementation of the ASEAN Regional Investment Promotion Action Plan (RIPAP), by boosting institutional capacity and project offerings of investment promotion agencies regionally and nationally to attract investment in green transition sectors. The ASEAN Green Investment Catalyst (AGIC) programme is funded by the UK Mission to ASEAN under the ASEAN-UK GTF. This TOR is for a consultant to provide overall project management. Additionally, he/she will work on green transition and gender-related components of the project. Under the overall guidance and supervision of the Economic Affairs Officer, Innovation, Enterprise and Investment Section of the Trade, Investment and Innovation Division, the responsibilities are: • The consultant will coordinate on the project’s financial reporting ensuring the alignment of reports with donor guidelines, updating the project risk register to identify and mitigate risks, and managing the carbon tracker to ensure accurate reporting. • The consultant will facilitate donor relations by engaging with Palladium and the Foreign, Commonwealth and Development Office (FCDO), preparing quarterly progress reports, and developing materials for donor calls, updates, and monthly presentations. • Contributing on green transition initiatives and the implementation of the Gender Equality, Disability Inclusion, and Social Inclusion (GEDSI) Action Plan. The consultant shall integrate these components into project activities and outputs. • The consultant will contribute to the delivery of outputs for the UK project, including case-based reporting, and develop concept notes and outlines as needed.
Qualifications/special skills
Master's degree in economics, business, international development or related field.
