This position will work both with the Climate Change, Energy and Environment cluster as well as the Governance and Sustainable Economic Development cluster in UNDP Tajikistan. UNDP has been implementing projects that promote green energy (e.g. solar and biogas) to benefit households, small businesses, and public institutions that deliver public services. We plan to continue this work further through new projects, one of which is a proposal we have submitted to KOICA focusing on solar energy for health facilities in rural areas. We are also implementing a project on biogas for rural households which we plant to scale up. We also have plans to develop other green energy projects in 2025-2026.
The UN Volunteer (UNV) will support both the Team Leader of the Governance and Sustainable Economic Development Cluster and the Team Leader of the Climate Change, Energy and Environment cluster. For administrative reporting purposes, the UNV will report to the Team Leader of the Governance and Sustainable Economic Development Cluster. The main purpose of the assignment is to support both clusters in conducting research and data collection to develop new project ideas, support in preparing reports to the donors, compiling information, preparing various write-ups like project briefs, portfolio summaries, and power point presentations. Additionally, the UNV will collect best practices, conduct research on donors’ strategies and priorities for Tajikistan related to energy issues and green economy. In addition, the UNV will liaise with KOICA and the Korean Embassy in Dushanbe for new partnerships and collaboration opportunities and support the clusters to give visibility of UNDP’s work in the area of green energy which spans across both clusters.
Under the direct supervision of Team Leader for the Governance and Sustainable Economic Development Cluster, the UN Volunteer will undertake the following tasks:
Support partnerships building and resource mobilization for green energy and green economy related initiatives:
• Support in background research and/or support studies
• Compile research materials systematically and prepare background briefs, briefing notes, power point presentations and summaries as required.
• Keep up-to-date with the national green energy-related events and identify opportuni-ties for featuring green energy-focused interventions.
• Assist the Team Leaders in implementing UNDP partnerships and resources mobiliza-tion strategies, focusing on project formulation to mobilize funds from various external resources.
• Work closely with both Team Leaders to identify opportunities to mobilize resources from international financing mechanisms, carbon credit, bilateral and multilateral do-nors, etc. on green energy.
• Support and contribute to the formulation of UNDP concept notes, pitching to potential donors, and pipeline project proposals.
• Liaise with KOICA and the Korean Embassy in Tajikistan for strengthening the part-nership with UNDP.
Support monitoring, evaluation, and reporting requirements:
• Contribute to the preparation of progress reports, donor updates, briefing notes, and other documents.
• Support the organization of field monitoring; contribute to the preparation of pro-gramme monitoring reports.
• Assist in monitoring the implementation of activities by projects and partners, ensuring their alignment with agreed plans and that reports are submitted in good quality and on time.
• Support data collection and ensure that sex, age, disabilities, and diversity perspec-tives are systematically applied, integrated, and documented in all activities.
Support communication and knowledge management and sharing:
• Support communication and networking with partners, donors, and others to generate interest and build synergy.
• Collect, document, and share data related to the projects’ and programme results and impact.
• Synthesize and document lessons learned and best practices.
• Support the development of knowledge products in collaboration with the CO Com-munication Analyst.
• Contribute to articles, publications/websites, newsletters, social media posts, and press releases.

Tajikistan encompasses the smallest amount of land among the five Central Asian states, but in terms of elevation it surpasses them all, enclosing more and higher mountains than any other country in the region. In spite of good performance on poverty reduction (83% in 1999 vs 21.2% in 2023), Tajikistan remains the poorest economy in Europe and Central Asia by GNI per capita, which stood at USD 1,150 (Atlas method) in 2021. Tajikistan is highly sensi-tive to climate change risks and natural disasters, among other economic challenges.
Tajikistan presents diverse living conditions shaped by its unique socio-economic landscape. In urban areas, residents typically dwell in apartments, while rural communities embrace tra-ditional housing. Economic factors play a crucial role, with income levels varying, and em-ployment opportunities diversifying between urban and rural settings. Dushanbe is a very safe city, well lit in the evenings, many different kinds of restaurants, more than 10 parks in the city for walks, and it offers day-hiking trips in the nearby beautiful mountains. There are many choices to rent furnished apartments close to the office which is in the city centre. It is a very walkable city. Taxis are easy to find for local transportation—there are also public buses that run in different routes.
