Overview

Integrate the Sustainable Budgeting Approach into Guatemala’s national budget processes.

You have:

  • Advanced university degree (Master's level or above), in Economics, Public Policy, or related field (Desirable).
  • Courses or certifications related to inclusive green economy policy, sustainable finance and fiscal policy (Desirable).
  • At least 5 years of proven experience in fields related to environmental economics, sustainable finance and fiscal policy (Required).
  • Prior experience in research, fiscal policy and budget analysis (Required).
  • Experience in drafting policy documents and leading presentations for high-level audiences (Required).
  • Experience in the field of Green Economy, Fiscal Policy and Finance (Required).
  • Strong quantitative and qualitative skills and familiarity with Guatemala’s economic landscape and public finance policies (Desirable).
  • Fluent Spanish is required; Advanced level of English is desirable.

Result of Service

The ultimate result of this consultancy is the successful integration of the Sustainable Budgeting Approach (SBA) into Guatemala’s national budget planning and formulation processes, with strengthened technical capacities across key institutions. Through the delivery of targeted trainings, coordination of data collection and analysis, and tailored methodological support, the consultancy will ensure that the SBA is applied effectively, adapted to the national context, and positioned for long-term institutionalization. The expert’s guidance will enable national stakeholders to assess fiscal policy impacts through a sustainability lens and make informed, evidence-based decisions aligned with inclusive green economy objectives.

Duties and Responsibilities

The Partnership for Action on Green Economy (PAGE), an interagency initiative involving the International Labour Organization (ILO), United Nations Industrial Development Organization (UNIDO), United Nations Institute for Training and Research (UNITAR) and United Nations Development Programme (UNDP) supports nations and regions in reframing economic policies and practices around sustainability to foster economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies. The Economic and Trade Policy Unit is executing the PAGE country delivery activities on behalf of UNEP. Specific tasks and responsibilities The main activities to be carried out within the framework of this consultancy are: 1.Product 1: Initial Report + 1st Training •Work plan for SBA implementation •Delivery of first training session •Coordination setup with local experts and ministries 2.Product 2: Intermediate Report + 2nd Training •Summary of progress in data processing and coordination •Delivery of second training •Identification of implementation challenges and preliminary adjustments 3.Product 3: 3rd Training + Technical Summary Note Description: •Delivery of third training •Short technical note •Preparation of final evaluation inputs 4.Product 4: Final Report •Comprehensive evaluation of SBA implementation •Documentation of lessons learned •Final recommendations for sustainability and institutionalization

Qualifications/special skills
