Background

The climate change and energy portfolio in UNDP Malaysia provides policy advisory and implementation support to catalyse low-carbon and climate resilient development in Malaysia. The portfolio focuses on climate change mitigation, climate change adaptation and sustainable energy.

The Green Technology Application for the Development of Low Carbon Cities (GTALCC) is a UNDP-GEF funded project to facilitate the implementation of low carbon initiatives and to showcase a clear and integrated approach to low carbon development in Malaysia focusing in five participating cities – Putrajaya, Cyberjaya, Petaling Jaya, Melaka and Iskandar Malaysia. It is expected to generate direct GHG emission reductions of 346,442 tonnes CO2eq by end of project and 2,152,032 tonnes CO2eq over the lifetime of project investment. The objective will be achieved by removing barriers to integrated low carbon urban planning and development through 3 components:

  1. Policy support for the promotion of integrated low carbon urban development, which will enable cities to implement and adopt integrated low carbon urban development plans;
  2. Awareness and institutional capacity development, which will expedite appraisal, approval and the implementation of strategic urban development, and ensure cities are aware of planning and implementing low carbon technology applications, and;
  3. Low carbon technology investments in cities, where there is an increase in investment in low carbon technologies with more low carbon projects implemented.

The Ministry of Environment and Water (KASA) is the implementing partner of this project and Sustainable Energy Development Authority (SEDA) Malaysia, an agency under the Ministry of Energy and Natural Resources (KeTSA) is the lead consultant.

The GTALCC project is hiring a graphic and multimedia project assistant to assist in strengthening the communications and outreach function of the GTALCC project.

Duties and Responsibilities

The graphics and multimedia project assistant will perform the following tasks

Graphic Design and Publishing

  • Design graphics for reports & presentations
  • Design infographics and social media cards for posting on social media and website
  • Design promotional materials; poster, bunting, brochures and other promotional content for digital and print media

  • Edit videos for GTALCC promotional purposes
  • Synthesize reports & presentations into easily digestible content for public awareness
  • Development of communication products (blogs, stories, articles, opinion pieces, videos) for posting on website, email and social media

  • Support the editing of presentations, reports and other documents

Website

  • GTALCC website – update design and content
  • Design and content support for the National Low Carbon Cities Network (based on GTALCC website)

Other:

  • Support the promotional activities of the project on-site such as meetings, exhibitions and workshops
  • Support other/ad hoc activities as seen relevant and needed

METHODOLOGY

The project assistant will report to the GTALCC National Project Manager in consultation with the UNDP Programme Manager. He/ she will work closely with the GTALCC project team based at the Sustainable Energy Development Authority (SEDA). The methodology includes active consultation, engagements with the GTALCC Project Team, producing draft designs for approval and final design ready for printing/publishing and editorial.

DELIVERABLES

The Consultant shall be responsible for the delivery, content, technical quality and accuracy of the reports in accordance to the timeline in Annex I.

TERMS OF PAYMENT

The fee is payable monthly based on time sheet completed with description of tasks, certified by the UNDP Supervisor. Please refer to Annex I below for the schedule of payments. The fee quoted should be in Malaysian Ringgit inclusive of all expenses (professional fee, travel, vehicles and other relevant costs such as allowances, taxes) to deliver the outputs.

Required Skills and Experience

Education Requirement:

  • Bachelors degree in mass communications, multi-media or other relevant fields of study to the assignment. A Bachelors degree in other fields can be accepted with demonstrated and acceptable relevant hands-on experience commensurate with the duties as outlined above can be considered
  • Diploma in similar field as above, with more than 5 years of working experience is accepted in lieu of a Bachelor’s degree

Experience:

  • Knowledge and a proficient user of Microsoft Office productivity tools
  • Knowledge and proficient user of Adobe design tools such as InDesign, Photoshop and Illustrator

Language Requirement:

Fluency in both written and spoken English and Malay
