How can you make a difference?

Background and Purpose

UNICEF Uganda regularly engages graphic designers to produce compelling multimedia assets. The assets help UNICEF Uganda to showcase its work and win the support of decision makers and the wider public for the cause of children and young people. Through the high-quality assets like reports, infographics, presentations, fact sheets, fliers, posters, country programme documents, advocacy kits, visibility materials, publications, UNICEF can tell emotionally engaging stories for and with children. To produce these assets, UNICEF Uganda requires services of qualified and professional graphic designers to undertake high level graphic designing work which the UCO Public Advocacy team can’t do due to limited skill set within the team. In addition, the demand for graphic designing services in the CO has become recurrent and continuous over the years with weekly requests coming from sections and UCO partners especially Government.

Justification

Graphic designing is a critical skill required from time to time within UCO and its partners. The skill enables the organization to produce compelling multimedia assets that can be used for several purposes including advocacy, fundraising, resource mobilization and branding among others. This rather consuming skill set cannot be performed by the human resource within the Public Advocacy team and hence the justification to contract a set of graphic designers who are only engaged when the need arises. Over the past three years, graphic designing is among the highly sought for services from the Communication, Advocacy and Partnership by sections, field offices, partners especially government ministries, departments and agencies.

Objective

To provide high quality professional graphic designing services to UCO with an aim of generating and producing powerful content in varying formats that will drive change for children. Specific assignments will be confirmed by UNICEF Uganda from time to time by means of a detailed email from the supervisor or delegate staff, providing details of particular assignment and inquiring about the availability. The purpose of this TOR is to enable UCO to establish 11.5 for five/six graphic designers who are already prequalified with UCO.

Major Tasks

  1. Studying and analysis document to gauge quality of graphics/think through relevant design for specific assignment.
  2. Manage designs and all aspects of the layout of the materials/assignment provided
  3. Submit colour print ready version and online versions.
  4. Original files will also be submitted to UNICEF for future use.

To qualify as an advocate for every child you will have…

Education

  1. University degree in Graphics Design, Industrial Art and Fine Art or related field
  2. Five years’ experience in graphic designing is an added advantage.
  3. Must have worked for humanitarian organizations and must have an understanding of the issues and content around children and women in order to design the materials in a fashion that reflects the various themes, target audiences and subject matter.
  4. Evidence of creativity, graphic design and desk top publishing experience is mandatory.

Language Proficiency

Fluency in English is required. Knowledge of local Ugandan local languages is an asset.

Conditions:

  • All services open to national and international professionals.
  • Bidders must include their proposed daily rate in their submissions.
  • This will be a contract of 11.5 months with possible extension upon satisfactory performance.
  • The daily rates proposed will run for the entire duration of the 11.5 months.
  • Should there be need for the consultants to travel to the field to support with graphic designing work, the consultant will be facilitated by a DSA at the UNICEF rate.
  • Final products to be provided upon completion of each assignment after which an evaluation will be conducted. Information availed to any of the consultants to facilitate and ease their work must remain confidential
  • All products generated from the services provided will remain the property of UNICEF. Credits will be given where necessary.
  • Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays
  • Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement
  • No contract may commence unless the consultant provides a certificate of completion of a mandatory course on “Prevention of Sexual Exploitation and Abuse”. A certificate to be submitted with the signed contract should have been obtained in the last three months.
  • Clearance from DHR will be required for former UNICEF staff

  • Clearance from the Government required for civil servants

  • The consultancy will commence after signing of the contract.

  • The SSA consultancy will include the consultancy fee and DSA.

  • The consultant will use their personal computers and will be facilitated in case they have to do any printing or photocopying.
  • Transport will be arranged as per approved TAs.
  • A consultant will be paid upon presentation of a deliverable report (see deliverable table 1 above)
  • Consultants will not have supervisory responsibilities nor authority on UNICEF budget and other resources.
  • Consultants will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, if applicable.
  • The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant upon arrival, at the HR Section.

Application Procedure/Call for Proposals

Interested candidates are required to submit a technical proposal on how they intend to approach the work. The proposal should include a timeline, and methodology, based on the Terms of Reference. The proposal must also include detailed CV of the consultant, as well as a financial proposal, clearly indicating daily rate for professional fees. The financial proposal must be all-inclusive of all costs (consultancy fees and where applicable air fares, airport transfers, daily living expenses). This is an international level consultancy and competitive market rates should apply.

Evaluation of Candidate:

The consultant will be competitively selected from a list of applicants based on their past experience of doing similar work (extensive experience in writing donor reports, in compiling and editing annual reports for various UNICEF offices).
