Terms of Reference

Individual Consultancy on graphic design and digital art services

Duration: 1 November 2020 – 30 November 2020

Location: Ashgabat city

Background

UNICEF Turkmenistan’s communication efforts are focused on advocating for the rights of children, promoting better parenting, and increasing UNICEF’s brand in all communication platforms. Producing compelling content for children, parents and other audiences is UNICEF’s comparative advantage. UNICEF has been supporting Turkmenistan in pandemic prevention and partners on many other issues under the current programme of cooperation, such as health, nutrition, education and early childhood development, social protection of vulnerable children and families, and child rights in general.

UNICEF in Turkmenistan will start its new country programme in 2021 and plans to develop communication products to introduce the priorities of the new cycle to partners, donors, decision makers and public at large. UNICEF, therefore, requires high-calibre graphic design services that will strengthen UNICEF’s visibility, deliver accurate messages to children and families, and overall, contribute to the realization of the right of children to access information that positively affects their development and wellbeing.

The purpose of the individual consultancy is to promote the rights of children by sharing the resources that affect their development and wellbeing; as well as to increase UNICEF’s brand and support public advocacy efforts.

With the support and under the guidance of UNICEF Turkmenistan Communication Officer, the Graphic Design Consultant will develop and/or adapt publications, such as booklets, guides, posters, social media posts and other assets in line with UNICEF’s branding guidelines.

The Consultant will also provide additional support to various public advocacy initiatives including support to campaigns and publication launches, and other aspects of implementing the Country Programme’s communication and public advocacy strategy.

Specific Tasks

  • Digital art: develop characters, digital art works, infographics for publications using a creative approach and in compliance with the target audience’s readability and usability.
  • Adapt compelling UNICEF global and other entities’ content into the local context.

Workplan and deliverables

The consultancy will cover the period of 1 November and 30 November 2020 and will be deliverable based. The consultant is expected to work from home and with his/her own computer/equipment. No travel to velayats or outside of the country is expected for this consultancy.

Design of the visibility items – overall 15-20 pages

Reporting requirements

A graphic designer/digital artist will provide all designed products and the final report at the end of the assignment.

Payment schedule

The payment in US dollars will be made in lumpsum after delivery of all designed materials.

Work arrangements

Day to day supervision and guidance as well as content to be adapted will be provided by UNICEF Turkmenistan Communication Officer. UNICEF will regularly communicate with the Graphic Designer and provide guidance on branding, usability/readability of the publications as well as feedback from national partners, and all other necessary support to achieve objectives of the consultancy.

General Terms and Conditions

UNICEF’s general terms and conditions will apply to the contract awarded to the vendor. Please note that, in the evaluation of the technical merits of each proposal, UNICEF will take into consideration any proposed amendments to the UNICEF General Terms and Conditions. Proposed amendments to the UNICEF general terms and conditions may negatively affect the evaluation of the technical merits of the proposal.

UNICEF retains the right to patent and intellectual rights, as well as copyright and other similar intellectual property rights for any discoveries, inventions, products or works arising specifically from the implementation of the project in cooperation with UNICEF. The right to reproduce or use materials shall be transferred with a written approval of UNICEF based on the consideration of each separate case. Consultant should always refer to UNICEF Turkmenistan support in developing the materials when publishing the results of the research conducted while in Turkmenistan in academic journals, books and websites.

In the event of unsatisfactory performance, UNICEF reserves the right to terminate the Agreement. In case of partially satisfactory performance, such as serious delays causing the negative impact on meeting the programme objectives, low quality or insufficient depth and/or scope of the assignment completion, UNICEF is entitled to decrease the payment by the range from 30% to 50% of the contract value as decided jointly by the Contract Supervisor and Operations Manager.

Qualifications and Skills Required

  • University/advanced degree in communication, graphic design, art, ICT, or other relevant fields;
  • Strong experience in digital art and graphic design of a wide range of products;
  • Good communication and networking skills;
  • Good time management skills to meet the deadlines;
  • Knowledge of publication printing procedures;
  • Knowledge of Turkmen and Russian.

Technical Proposal

The technical proposal should include

  • A cover letter, including
    • Assessment of suitability vis-à-vis the requirements of this ToR;
    • A summary of experience in similar assignments;
    • Links to/attachments of examples of similar work;
  • CV of the candidate
  • References

Financial Proposal

Candidates are expected to submit a lump sum financial proposal in USD to complete the entire assignment based on the terms of reference. The lump sum should cover deliverables indicated above for the period of 1 November-30 November 2020. A successful candidate will receive the fee under this TOR to his/her individual USD account in Turkmenistan.

Evaluation

Each proposal will be assessed first on its technical merits and subsequently on its price. In making the final decision, UNICEF considers both technical and financial aspects to ensure best value for money. The Evaluation Team first reviews the technical aspects of the offer based on the following:

  • University/advanced degree in communication, graphic design, art, ICT, or other relevant fields – 10 points
  • Strong experience in digital art and graphic design of a wide range of products – 30 points
  • Good communication and networking skills – 5 points
  • Good time management skills to meet the deadlines – 5 points
  • Knowledge of publication printing procedures – 10 points
  • Knowledge of Turkmen and Russian – 10 points

The minimum passing score for the technical evaluation is 40. The technical evaluation will be followed by review of the financial offers of the technically compliant candidates. The proposal obtaining the highest overall score after adding the scores for the technical and financial proposals together, that offers the best value for money will be recommended for award of the contract.

A cumulative analysis will be used to evaluate and award proposals. The evaluation criteria associated with this TOR is split between technical and financial as follows: 70% Technical, 30% Financial, 100 % Total.
