Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and participants of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women is implementing its programmes in Lebanon across the humanitarian-development-peace and security nexus to support national efforts for the achievement of the 2030 Sustainable Development Agenda. They focus on supporting women’s economic empowerment, women’s political participation, women’s engagement in peace and security, and community level work to address social norms and promote gender equality.

UN Women is seeking a consultant to lead its work on graphic design, able to conceptualize, design and produce strong design elements for print and online usage. The incumbent should have an understanding of communication & marketing concepts and good ICT skills. A creative and enthusiastic flair and a keen eye for detail are key to this position.

Main Objectives and Purpose of the Consultancy

To produce high quality graphic design products for UN Women in Lebanon, to communicate issues of gender equality and women’s rights to a diverse audience.

Duties and Responsibilities

Key Tasks & Responsibilities will include:

  • Applying knowledge of process and branding to successfully execute and complete various types of communications materials (offline web pages, online event information and booking pages, brochures, catalogs, training documents, newsletters, factsheets, PowerPoint presentations, briefs, and any other business development material)
  • Executing document layout, design, and revisions
  • Reviewing final layouts and suggesting improvements, as needed
  • Generating designs from concept stage to final delivery and actively contributing to the creative process
  • Preparing and communicating instructions for final assembly and print preparation both internally and with external service providers
  • Striving for “zero tolerance” of errors when editing/proofreading/spell checking and having documents reviewed by peers as applicable
  • Seeking input, identifying marketing opportunities, exploring resources, processes, and guidelines for dissemination on online platforms
  • Maintaining archive of presentations, flyers, country, and sector profiles, including standard file structure, sharing best products, knowledge, and expertise
  • Communicating closely with internal and external clients
  • Adding content to digital platforms (Private Sector website, support portals, etc.)

The consultant will be expected to deliver these services in the context of the Terms of Reference in a timely manner.

The consultant will be expected to deliver the following items during and at the end of the period of the project:

  • At least 20 engaging and professional communications products/images
  • Maintain updated database of materials and products
  • Monthly reports detailing the work undertaken

Required Skills and Experience

Education:

  • Completion of secondary education is required.
  • Bachelor's degree in Arts is an asset;

Experience:

  • A minimum of two years of graphic design experience along with a proven knowledge of graphic layout and design across multiple media channels.
  • Conversant with design software (Photoshop, Illustrator, InDesign, Premiere Pro, WordPress, etc.);
  • Demonstrated experience in visual messaging and informational graphics;
  • Experience in the area of web platform development/management is desirable.
  • Intermediate to advanced MS Office skills, particularly Microsoft Word, PowerPoint and Publisher;

Language requirements:

Proficiency in Arabic and English is a must.

Evaluation criteria:

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of below defined technical and financial criteria.

Technical Evaluation (70%) split such as:

The points for the technical criteria will be allocated as per the below formula:

  • Criterion 1: Education. 5 points
  • Criterion 2: Experience in graphic design along with a proven knowledge of graphic layout and design across multiple media channels. 25 points
  • Criterion 3: Conversant with design software (Photoshop, Illustrator, InDesign, Premiere Pro, WordPress, etc.); Demonstrated experience in visual messaging and informational graphics. 25 points
  • Criterion 4: Experience in the area of web platform development/management. 10 points.
  • Criterion 5: Languages. 5 points

The points for the technical criteria will be assigned as per the highest combined technical score

Financial Evaluation (30%): The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
