Background

The Knowledge Project is a joint initiative between UNDP’s Regional Bureau for Arab States and the Mohammed Bin Rashid Al Maktoum Knowledge Foundation established in 2008 to promote knowledge societies and policies as transformational means to achieving sustainable development in the Arab States region and beyond. It builds on three Arab Knowledge Reports, the Arab Knowledge Index, the Knowledge4All portal and mobile application, the Arab Reading Index, the Global Knowledge Index (GKI) and the Future of Knowledge Foresight Report series. The Knowledge Project is increasingly relevant given the unprecedented changes and new realities faced by the world today. The promotion of knowledge and facilitation of support for its systems of production and transfer as a development priority constitute key aspects of this project.

Currently, the Knowledge Project is in the process of publishing the sixth version of the Global Knowledge Index 2022.

Accordingly, the UNDP-RBAS requires the services of a highly qualified designer to design the Global Knowledge Index 2022 PDF in English and Arabic, as well as design the look and feel for the GKI online user interface.

Duties and Responsibilities

To support the project team in establishing the Knowledge Project as a referential entity in the knowledge and development sector and positioning the Global Knowledge Index as a reliable and transparent advocacy tool, the consultant shall develop and implement an innovative design and layout for the Global Knowledge Index 2022 (web PDF and printable PDF) in English and Arabic. The designer should also design the look and feel of the GKI online user interface.

  • Global Knowledge Index (GKI) 2022 PDF

The GKI 2022 shall include the cover, first pages, tables, an executive summary, endnotes, references, definitions and sources, and the results of some 130 countries illustrated in tables and graphs (unified design for all countries). The results shall reflect the trend of 2021-2022 of each country. The GKI 2022 includes the following pages – approximately 450 pages excluding the cover. The design of the GKI 2022 includes:

  • Cover design: front, back, inside covers and spine;
  • Typesetting and layout of all text and graphic elements, including acknowledgements, foreword, table of contents, executive summary, endnotes, references, and definitions and sources. This section includes 10 tables (including heatmap tables), 8 organigrams and 2 figures;
  • Information design, production and layout of graphics and tables from supplied data in Excel format (130 country profiles or 390 pages with 3 pages per profile). Each country profile consists of a section depicting the country’s general performance, including rank, score, etc.; sectoral indices; GKI pillars; and a table showing the performance by variable. The design should be unified for all countries;
  • Definitions and sources section.

The design shall be produced in Arabic and English. Once the English version is officially approved by UNDP, the designer should produce a mimic of it in Arabic.

  • Create mock-ups;
  • Work with data visualization team to refine design and information architecture.

Required Skills and Experience

QUALIFICATIONS OF THE SUCCESSFUL INDIVIDUAL CONTRACTOR

Academic Qualification:

Master’s degree in graphic design, advertising, communications, business administration, management, public relations, international relations or related fields.

Work Experience:

  • At least 7 years of progressively professional experience in designs, advertising, and PR, providing creative and innovative support at the national, regional or international level;
  • At least 3 years of experience within a managerial position in design and creative fields;
  • Have done at least two similar previous works;
  • Experience with international organizations and national governments.

Language Requirements:

Proficiency in written and oral English and Arabic is required. Knowledge of any other UN language is an asset.

INSTITUTIONAL ARRANGEMENT

  • The individual is required to exhibit his or her full-time commitment with UNDP-RBAS;
  • S/He shall perform tasks under the general guidance and supervision of the Knowledge Project Chief Technical Advisor (CTA). The supervision of the Knowledge Project CTA will include approvals/acceptance of the outputs as identified in the previous section.
  • The individual is expected to liaise and collaborate in the course of performing the work with other consultants, suppliers and UN colleagues; as applicable and/or needed.
  • The individual is required to maintain close communication with UNDP-RBAS on regular and needed basis at any period throughout the assignment in order to monitor progress. In the event of any delay, S/he will inform UNDP promptly so that decisions and remedial action may be taken accordingly;
  • Should UNDP deem it necessary, it reserves the right to commission additional inputs, reviews or revisions, as needed to ensure the quality and relevance of the work.

DURATION OF THE WORK

  • The expected duration of the assignment is expected to be up to 26 WDs over a period of 2 calendar months;
  • Given the strict timeline of this assignment and its collaborative nature, the estimated duration assigned to complete each output should be respected;
  • Throughout the duration of this assignment, the UNDP team will provide feedback no later than fifteen (15) working days from the date of submission of listed deliverables above.

DUTY STATION

This is a home-based assignment.

TRAVEL PLAN

If unforeseen travel outside the consultant home-based city is requested by UNDP and not required by the Terms of References (ToR), such travel shall be covered by UNDP in line with applicable rules and regulations and upon prior written agreement. In such cases, the consultant shall receive living allowances not exceeding the United Nations (UN) Daily Subsistence Allowance (DSA) rate for such other location(s).

SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

All proposals must be expressed in a lump sum amount. This amount must be “all-inclusive”. Please note that the terms “all-inclusive” implies that all costs (professional fees, , communications, consumables, etc.) that could possibly be incurred are already factored into the final amounts submitted in the proposal.

The contractor will be paid an all-inclusive Deliverables/Outputs based lump sum amounts over the assignment period, subject to the submission of Certification of Payment (CoP) duly certified and confirmation of satisfactory performance of achieved work (deliverables/outputs) in line with the schedule of payments table hereunder:

RECOMMENDED PRESENTATION OF OFFER

Interested individual contractors must submit documents under below points 1, 2 & 3 to demonstrate their qualifications. For candidates that fail to submit these documents, the application will not be considered.

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  2. Personal CV or P11, indicating all past experience from similar projects, as well as contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  3. Two similar previous works
  4. Financial Proposal: Please do not submit a financial proposal at this stage. The financial proposal shall be requested from Candidates who are considered technically responsive.

When the financial proposal is requested, it should indicate the total contract price, based on the Deliverables/Outputs and an all-inclusive daily fee, supported by a breakdown of costs, as per template provided. The terms “all-inclusive” implies that all costs (professional fees, travel costs, living allowances, communications, consumables, etc.) that could possibly be incurred are already factored into the final amounts submitted in the proposal. If an Offeror is employed by an organization/company/institution, and s/he expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate it at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

CRITERIA FOR SELECTION OF THE BEST OFFERS

This selection criteria will follow the Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%, using the following evaluation criteria

Step I: Screening and Shortlisting:

Individual consultants will be evaluated based on the following methodology.

Applications will be first screened and only candidates meeting the following minimum requirements will progress to the pool for shortlisting:

  • Criteria A: Master’s degree in graphic design, advertising, communications, business administration, management, public relations, international relations or related fields;
  • Criteria B: At least 7 years of progressively professional experience in designs, advertising, and PR, providing creative and innovative support at the national, regional or international level, and;
  • Criteria C: Language proficiency in both written and oral English & Arabic is required.

Step II: Technical Review

Shortlisted candidate will undergo a technical evaluation which will assess the following points:

Technical Evaluation Criteria max 100 points (Weighted 70):

  • Criteria A: Master’s degree in graphic design, advertising, communications, business administration, management, public relations, international relations or related fields; (15 points)

  • Criteria B: At least 7 years of progressively professional experience in designs, advertising, and PR, providing creative and innovative support at the national, regional or international level; (25 points)

  • Criteria C: At least 3 years of experience within a managerial position in design and creative fields; (15 points)
  • Criteria D: At least 2 previous samples of previous works; (20 points)
  • Criteria E: Experience with international organizations and national governments; (15 points)
  • Criteria F: Language proficiency in both written and oral English & Arabic is required. (10 points)

Financial Criteria - 30% of total evaluation

For those offers considered in the financial evaluation, the lowest price offer will receive 30 points. The other offers will receive points in relation to the lowest offer, based on the following formula: (PI / Pn) * 30 where Pn is the financial offer being evaluated and Pl is the lowest financial offer received.

Step II: Final Evaluation

The final evaluation will combine the scores of the desk review and the financial proposal with the following weights assigned to each:

Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

Technical Criteria weight: [70%]

Only Individual Consultants obtaining a minimum of 49 points (70%) on the technical evaluation would be considered for the Financial Evaluation.
